Yes, it should be implemented.
No, it should not be implemented.
The Tiers are essentially useless. I've seen "APEM <1500" games with "Pro" tier and "1800+ BD" with Noobs Only Tier. People use it as a joke.
I'm recommending the following rather drastic change to what tiers are and how they are used. The idea is that the tier will more clearly describe (for new and old players alike) what to expect from the game.
I suspect that with this change, and perhaps a block on new players using MM (with a message like "Have you tried 'New Players Only'?", we will see less new players being confused in serious-face stats games.
Pros making new accounts, or pros coming from DotA can dive right into Skirmish play and work their 100 games off until they can join Pro play. It won't take too long.
Some of this is based on the idea written here (credit where credit is due!):

comments, suggestions, rage?
Bumpity.
I've voted yes, however I do think the remake rules should be the same across the board. I also appreciate the credit!
I said yes, but there would have to be overlap in parameters so a friend who just got to "pro" status would not be unable to play with his "noob" friend who is like 2 games away. This isn't soviet Russia!
Great idea, but some numbers should change, but as always, vote on concept, not numbers![]()
I like the idea but then you basically get rid of the stats no-stats option which I think should remain. The three actual classes should remain and changed to what you said (newbs - new players | skirmish - newbs allowed | pro - pro).
-All of the 3 current classes should not be allowed any special modes. Add a 4th class for custom matches.
-Pros. should have stats only always on. maybe add game modes like SD but w/e.
-EM should be selectable on all classes but Pro.
-PSR restriction on new players only? (i've seen some newbs with 1600 psr only cause they got carried.) Maybe just set that to none and reduce the maximum games from 100 to 75.
Other than that your idea seems fine. I'll keep my vote for now.
P.S. I don't think you should allow pro's in new players only; if your friend is new and you want to play with him you still have the normal and custom class. The idea is to prevent Pub Stomping and allow new players to get a feel of the game, not make them ragequit cause one of the newbs got his pro friend in the game.

You would be able to choose between stats and no-stats on custom games. The other tiers have a set purpose, which define their use of stats: New players don't want stats, while Skirmishes and Pros would always want stats. Just for fun games would be no stats as well. Want to make something special? Custom game.
My issue here is that newbs have never been allowed in newbs allowed games. Hell, they arn't even allowed in Noobs Only. I've devised a lower tier just for no-stats "Hey let's learn how to play heroes, etc." type games.
I hadn't considered that, makes sense, I think.
I appreciate what you're saying, it makes sense. I was trying to avoid the pro who makes an alt account and stomps noobs just for fun. This way he would ahve to keep his alt account <1550 to keep it up.
Most truly new players (especially those who do not join with a friend who already knows how to play) tank their PSR down to a comfortable 1200 before building it back up.
dump the tier option and just make the psr restrictions an option in the game creation screen. So instead of putting 1600++ in the game name it will just show on the list and if you dont make the cut the game will prevent you from joining.
I voted yes aswell, it's pretty simulair to my suggestion which is in my signature. But I like the idea of splitting up more "Tiers" etc, especially the no stats tier which is ment for fun 2 play or something![]()
