The Black Mage

Vivi from Final Fantasy IX
Hero Story:
Black Mages are soulless golems imbued with powerful Black Magic which are made for a unique purpose: War. Vivi was the first prototype, but he was discarded due to him having a huge failure: he had a soul. His soul made him weak and useless to his creators, he felt fear, sorrow and remorse, he wasn't useful for war. But his creators were wrong, Vivi's determination led him to train his skills beyond what was thought possible. He traveled the world in search of knowledge for years, when he finally met King Jeraziah, who promised him a place were to live and a library were to study if he fought the war against the Hellbourne alongside the heroes of the Legion. Vivi accepted the deal and is now determined to help the King and the Legion in this war against the evil forces of Hellbourne.

Activation: The Black Mage blinds the target reducing his chance to hit with melee attacks by 20/30/40/50% for 7 seconds.
Bio [W]
*A green and purple blob is formed under the target's feet, which explodes and places Bio debuff*
Type: Magic
Range: 600
AoE: 300
Mana Cost: 130/150/170/190
Cooldown: 30/28/26/24 seconds
Activation: The Black Mage casts Bio on a target, dealing 40/50/65/80 damage and stunning the target for 0.7 seconds every 3 seconds, starting in the 3rd second. Last 9 seconds. (the damage is also dealt every 3 seconds, in case it's misunderstood)
Flare [E]
*An Orange-yellowish explosion deals damage to the target, restoring the Black Mage's mana*
Type: Magic
Range: 600
Mana Cost: 140/160/180/200
Cooldown: 20 seconds
Activation: The Black mages releases the power of Flare, dealing 100/150/200/250 and draining 10/12/13/14% of target's current mana.
Ultima [R]
*A thin green ray of light first strikes the target, and later explodes to deal damage to all sorrounding targets*
Type: Magic
Range: 600
AoE: 350
Mana Cost: 300/450/600
Cooldown: 180/160/140 seconds
Activation: The Black Mage casts Ultima on the target, dealing 20/40/60 damage per second over 5 seconds. When the 5 seconds expire, Ultima explodes, dealing 200/300/400 damage to all enemies in a 350 radius. If the target dies before the 5 seconds expire, Ultima will nevertheless explode and deal the damage.
Pros:
-Quite easy to use hero
-Has some good weapons against melee enemies (Blind and Ultima)
-He is not completely unarmed against casters either (Flare)
Cons:
-He is completely unarmed against physical ranged heroes
-His lvl 6 ability, Ultima, is easily avoidable by good players who are aware of the situation
-Extremely fragile and suceptible to ganks, he doesn't have any escaping abilities other than Bio, which is not thought of as a full stun spell, but rather a "chasing and interrumpting" spell.
Personal Thoughts:
The Black mage is a quite easy to use hero with great ganking and early-mid game capabilities, while still being fragile. He is a quite simple hero, so don't expect strange and forced synergy between spells, but rather a hero who can be used by an average player and still be of goos use in a group or at ganking. As most intelligence heroes, his powers fade over time, and he shines in the first minutes of game, but then again, still being useful at late game because of his mana draining and Blind spell.
I didn't want to put common spells such as fire, blizzard and thunder in it since we already have Pyro, Glacius and Thunder for those elements, so I chose to go with some non-elemental spells.

Sorry mate, but it seems like we got heroes like this in the game already?
Just don't see the synergy/combos/variety in this hero.. Gonna vote no.
