• Passive: Loot
  With a cooldown of 3 seconds a corpse in 300 aoe is automatically looted and the bearer regains 4 hitpoints and 4 mana.

Notes:
-The looting process removes the corpse from the map (which helps to stack/spawn neutrals).
-The cooldown and small aoe makes sure you can't get all the corpses of a wave, which would make it too good. With the current numbers I believe it's a good alternative to a Power Supply especially if the enemy hero in your lane is not a spell spammer. It's overall healing effect should be better then, but you lack the burst heal (since you can't accumulate 15 charges like on PS).
-Heroes who I'd often buy this item with: Engineer, Legionnaire, Bloodhunter, Zephyr, Corrupted Disciple, Soulstealer, Armadon, Night Hound, Demented Shaman, Defiler, Soul Reaper, Wretched Hag, Vodoo Jester, Pyromancer, Hellbringer, Valkyrie, Forsaken Archer, Slither.
-Possible new start build: 603g -> 200g (Courier) + 295g (Scavenger Belt) +106g (2x Minor Totem (or 1x Runes/Health Pot)).
-Several belts don't stack; a corpse can only be looted once - Game will have to find a rule on how to decide who gets to loot a corpse - either being random or maybe the closest to the corpse.

It is too good a replacement for a fortified bracelet or talisman of exile, because it is a over 100 gold cheaper and the hp and mana given is better overall.

I like the looting but I do think that the 40 hp and mana is a bit much. Also in a good laning phase this item will give you also 1,33 hp/s and 1,33 mana/s (the latter equals rings of the master). Of course that is in a perfect situation but still. I think you should drop the hp/mana bonus since it is already pretty good with just the looting. Even then I would buy it. T-up for concept though.

40 HP (~2 str for non-str) + 40 mana (~3 int for non-int) + a new ability cost more than 110 IMO.

I am not sure if this item is not too good. And no, it has nothing to do with what he provides for what cost. My point is. To get any permanent regeneration you had to buy a trinken or scarab which were 325/350 gold. It highly affected your starting items as remeining 250 gold is runes + 2x totem at best. Getting it into <300 and giving stats in the same time may be too much - add runes, add mana potion and 3 totems. Works as +7 stats and regen and runes/mana. I suggest getting a cost into 400+ and boosting it mana/hp gain per corpse so there will be actually a reason not to get this item on every hero that dont need hatchet/shield first.

I believe +40hp/mana is really strong at lvl 1 and 2. But after that any +stats are by far superior!

Anyway, the price may still be considered to be raised of course. I'm also thinking about lowering the mana gain to 2 (-50%).
