Remove the speed limit of 522 move speed while rampage is charging. This will:

A-Give motivation to train charge higher than rank 1

B-Improve his ganking abilities, making him viable in mid-early game because it will remove the massive 10-20 seconds where you can see that you're being charged, and hid behind your tower. This is the main thing that makes rampage's charge near-pointless besides using it to get to lanes quickly.

C-Make charge be more useful in general - right now, if someone's running away, while granted they can run for their lives, and you do run faster than most, your charge isn't very impressive...it doesn't really feel like a charge. It feels more like a magic immunity ability that's only really effective if you've already charged from the other side of the map - and hell, the old ability had more incentive to train the charge to only level 1 - always - because it let you gain the magic immunity initiation before you got there, letting you charge from a shorter distance, instead of having to go to the other side of the map before casting it to gain the full benefit.

I also support making the magic immunity start immediately at rank 4, but this thread will be kept simply to removing the speed limit on charge.
