depends on the synergy of your team, and key enemy heroes

If you have a DS or any armor debuff hero on your team, take advantage of this and go shield breaker, if they have hellbringer/blacksmith etc. go for harkons. It also depends on your enemies and their builts. Pesti with daemonic would obviously be countered by harkons, but harkons would fail against a team with magebane (+15 magic armor for them if magebane blinks)

depends, if your team's magic heavy, get harkons.
If enemy stacked a lot of armor, get harkons

if your not farming well or your team's all physical based, get shieldbreaker

I assume this is after steam boots + helm?
Harkons imo, but either is good

harkons in most situations. shieldbreaker is a midgame dps item. it is only effective later on when coupled with other -armor items/skills. harkons is extremely effective in more situations and becomes increasingly effective lategame.

Helm??? U talking about HotBL or Whispering Helm, cos I agree with the latter but not the former

Obviously Harkon's if you are the dps carry. Harkon's on puppet is ridiculously good atm after the last patch. Magebane's magic armor buff is still fairly easily overcome by the Harkon's status effect but he could potentially be a problem. Assuming that you are getting counterpicked tho your team should be picking synergistic heroes in which case you will have HB and/or BS and can go Harkon's ftw.

Harkons. The item build order is steam boots, Whispering Helm, stack ancients, Harkons, BkB, win the fking game.

If you need convincing on why harkons is awesome, build it and whiplash something. That is all.

Nukers on your team? Go Harkon's.

Auto-attackers on your team? Go Shieldbreaker.

Get Whispering Helm and Shrunken head first though.

Whenever I see Puppet in honcast he goes steamboots->whispering helm->shrunken head->harkon's. Except that time against Ophelia when Testie got Alch Bones first.

Outside of an huge -armour team with Pestilence, Shaman, etc., you should probably go Harkon's. For 700 more gold you get the same raw +damage (60), more mana regen and attack speed, and you bypass scaling armour to target static magic armour.

Harkons gives 67dmg on puppet, because of +20% base dmg.

Harkons is simply ridiculous on Puppet. It's unparalleled to any other dps item right now.
