It's as close as we're going to get with Blizzard, masters of Ambiguity.
They confirmed at their investor conference call that the beta would be released within this month. It's way more specific than just "soon" or "we're in the final stretch".
I hate to be a negative side on this, but it says specifically that the sc2 beta will "be ready to launch later this month." This could, however, mean that it might take another month after it is "ready" to go into beta before it actually does, due to choosing beta testers, etc.

WoW went into beta where you could get in if you're more than just a dev or journalist or very select few, about a year before the game was finally released. That part of the beta + open was only supposed to take 2-3 months tops and ended up lasting over roughly a year and a half.
Blizzard is the master of polish polish polish polish polish delay for more polishing, and end the end their games show it. Why else do you think people still play the **** out of their games 10+years later?
They'll shoot for an early summer (End of april, early june) release, and settle for something like middle/end of novemeber or first few weeks of january 2011. anyone that's followed blizzard since they started battlenet (or before, really) knows this is just how they work.
They said Beta will last 6 months or so. So, Mid 2010 release.
Keep in mind: there's 2 expansion packs. I wouldn't be surprised if they actually did released this year.

Yes, it's confirmed for Beta. We'll never get a release date, but we'll be getting tons and tons of beta footage as the top players scramble to get keys and get a head start on everyone else.
are these times confirmed before or after Blizzard Time has taken effect?

you also have to factor in the variable Valve time for release dating on top of the constant Blizzard programming and implementation time. + setbacks in china due to "unforseen issues"
