    Scepter of Tyrants

I IMPLORE YOU TO NOT VOTE ON NUMBERS; THEY ARE THERE JUST TO GIVE YOU A GENERAL IDEA HOW THIS ITEM WILL WORK. VOTE ON THE CONCEPT INSTEAD.

    :Steamstaff: Steamstaff (900)

    Scepter of Tyrants (2500)

    • + 6 Intelligence
    • + 30 Attack Speed
    • + 30 Casting Speed
    • + 15 Damage
    • Tyranny [Activable Self-buff, Manacost: 15 Duration: Infinite (consumed on skill use) Cooldown: 10 seconds (triggered after buff is consumed)]

Next non-channeled skill will be cast instantly (no casting animation). If that skill deals direct damage or damage over time, all affected enemies receive a DOT that deals 30 % of the skill's total damage over 5 seconds (max 300).

    Flavor text: "More DOTs!"
    Utility
This item is mainly designed for casters, though any hero with a direct damage or damage over time nuke can benefit from it. It works equally well to buff up the damage of an AoE nuke, such as Bat Blast (as well as making long casting animation spells like Dragonfire easier to land) or powerful single target nukes such as Blazing Comet and Silver Bullet. The numbers on Tyranny are still up in the air. Also I'm curious if someone can think of a hero who would be OP with this item. Might slap a small slow effect on the DOT as well if it needs a buff.
    Cost-Benefit
It fills a niche by boosting caster damage output without (hopefully) being too cheesy. The only contestants it has in this regard are Codex, which is differs from by being cheaper to build and relying on your own skills instead of a mana-expensive single target nuke, and Hellflower, which is twice as expensive and is generally more "battlemage" oriented.

Gives good stats and an insanely powerful buff for a very low price.
Might want to work with the numbers... especially that +30%. 30% is quite a bit, especially with the heavy nukes out there.

The stats looks nice, but does this work with ultimates? If it does, this will be a really imbalanced item on heroes like Soulstealer and Magmus.

ehm.. the act from the item is really ... OP .. and ruin game,,, there is a reason why skills got a casting delay, and DoT even more sound too crazy..

and with that cost,,, the item is awesome without the OP act..

seems a little too good to me for the price. You are basically making Slayer/Pyro's ult 30% more powerful.

For something that powerful, I would drop it down to maybe 10 or 15%.

10 is probably better when looking at heavy nukers.

Heck, I would even go so far as to say it gives a perm 10% dot on all spells rather than 30% for one.

I love the concept so voted yes, but I'd like to see the DOT removed (too powerful) and instead have the spell cost more mana or some other penalty. Maybe the hero silences himself afterwards?

If you're trying to add Intelligence Hero late game options, then I can see why you put the DOT there. I would do 15% though, or have it remove some magic armor.

same clan!! but yeh great idea would love to see it introduced, would be extremely useful on heroes like pyro

clearly states non-channeled spells wont benefit, read before posting and clearly only behes initial damage should be increased and not the creep bounces.
Furthermore that item gives no hp either so its much like hellflower but only good for one spell
