Some douchebag from causing the dorm internet's ping to be over 9000 because they're torrenting? I've considered calling administration and seeing if they could have the admin figure out who it is and report them, but would that even be possible?
find out who is doing it

Well unless you have admin rights to the access point (router) there's nothing you can do besides telling the admin.

Say the following through torrent:
AVATAR.DVDR.NTSC.MULTISUBS-ITSMEBS
Put a big fat virus in it or a trojan and kill his system...
Or just call the admin that someone is raping the line making it unstable for others.
Let that person be cut down on his bandwidth so others aren't bothered by his downloading...
It's posted on all of the news corkboards not to torrent, because it's inconsiderate as hell to the rest of us. Having torrent programs on your computer runs you the risk of having your access to the internet completely banned, not only from the dorm, but from the entire UF campus (Since we use personalized accounts to connect to the global wifi.) if they prove that you've used them to illegally obtain copyrighted material.
Considering it's been a pretty much constant thing for the past 6 days, I'm pretty sure that's what it is.
My college not only blocked torrents but also IRC... there was little file sharing to be done...
On the bright side, I seldom lagged...
My advice: Get an apartment.
