Here is my post from another thread also about Electrician.
I hope this helps and does not bore you xD.He was pretty good before (in the public metagame at least) and now he's even better. The 48 AoE magic damage aura is insanely good. Now that his Absorption doesn't give him any armor anymore, it is much more reasonable to go with a pure tank build (especially since his Shield is now like Mock aura, and so he can already dish out tons of damage). So you could actually go for both HotBL and SH, if appropriate for the match up. You could also get a Bloodstone in there somewhere (which is about as or more efficient in every area than Heart... especially with the little HP regen bonus now, it will provide more "HP" regen overall with his Mana Shield, and the item itself is much easier to build... the only area it loses in is I think about a 50 "hp" loss compared to Heart). And Nullstone also has a nice buff from the recent patches with the 5 second cooldown decrease thing. Frostplate, like before his change, is still useful. And I'm still not quite sure if Mana Regen % Bonuses stack with Sac Stone's charges. But if they do, then Sac Stone + Frostplate + Sheepstick would be very very good, providing ultimate support against heroes, specifically carries, and providing a ton of "hp" regen (since his mana and therefore mana regen can be used as hp due to Mana Shield).
But aside from building as a tank, you could also build him as a ganker or some flexible hybrid build, and get items such as Puzzlebox or even Astrolab if there is no other fit hero for it. In pubs you could even get a Mock, and have a 88 magic damage aura with his Mana Shield, and go ultra carry.
I haven't played around with him much yet, but I think a pure tank build is best, as the items can be built with much smaller and easier parts, while going Sac Stone Frostplate Sheepstick may not be a good idea if you're not farming well.
Well I played him several times and I lost like 3 or 4 games were I was gifted with a [insert a bad word] team that not just fed them but resulted in killing me. So yea, he wins games. Items, I usually but ghost marchers, I just buy it on any hero cuz I can't live without the extra speed. I buy a power supply, actually I do before I get the boots. After getting my power supply I usually buy a sac stone unless the enemy's team has a few good nukers, I'd get a shaman's headdress then. Games usually end around the time I complete my sac stone and my mp hardly goes down really. Also start by skilling up your nuke, I give my grip second priority. Harrassing your lane early game with a free nuke is so damn priceless, you can go head to head with strong solo hero and bring them down until a team mate arrives.
If you are already tanky enough to survive, around lvl 18 mana regen is a must when you are going shield. For farm and gank resistance, shield is useful early (5-6ish), but at 18 your mana is your bread and butter. You'll find that, even during teamfights, if you are packing hp/mana regen you pretty much are unkillable. Sac stone is win if you can afford it, but just make sure to static grab any carries that try to get sneaky with you, then toast their mana for great justice.
Shrunken head is a good item for being ganktastic, joy ^.^
Boots are really optional. It's not just elec, I play nh a lot and the common boots for nh is the enhanced one but I still prefer ghost boots over enhanced. Up to you :P
err, not sure but I ghost are the blue 70% ones, enhanced are the int/agi/str ones. If I was wrong you got my point now :P
I like to start out with Runes, Health Pot, a couple of Mana Pots and two Minor Totems. That way I can build my Power Supply. If I'm ganking, people always panic and their lane partner does whatever they can to get me off of them. This typically turns into a few abilities being casted and me coming out with an extra survivability/sustainability item.
I've also found that making a Nullstone makes for a good way to keep in the fight and get some nice mana regen along the way. Might start using Shrunken Head instead to be a bit more safe but I don't think you can go wrong with either.

A note about absorb: The absorb doesn't actually replenish mana unless a creep or hero that has mana is around -- it costs if the ranged creep is dead and you use absorb to farm.
You are incorrect sir. It is true that absorb DOES drain max mana, but it also replenishes mana per charge. So the more things you hit with absorb = more charges = more mana = happy electrician.

getting ring of the teacher helps in laning too, just dont make it right away, buy;
1 rune
2mana pots
2 Minor totems
Guardian Ring
Once I hit 325 I make Ring of the Teacher. Then cont. to make Power supply if I wish or if I want speed get boots( I prefer Steamboots or Plated Greaves ). Once I get Lifetube is were I constantly start roaming/ganking (I make SURE I ALWAYS have a TP at ALL TIMES.) I cont. to make sustainer. Usually after this I switch to make D-Plate/FrostPlate/Nome/Barrier Idol/Shrunken Head/Spiked Barbed ( This is the part I question, should I just finish nullstone?) Main reason I ask is because in Pugs everyone Is trying to carry.

i haven't read all the comments. but i allways use the ulti on my display pick down the middle of the screen alot easier then clicking it on my hero i think, atleast when im out running towards a gank or so
i like to start with buckler, 2x totem, runes, healing potion
then buy lifetube, mana battery, marchers (based on money/needs)
finish power supply, finish vanguard
glowstone, pickled brain, manatube (disassemble vanguard and make sac stone, keep buckler)
plated greaves or post haste if rolling in cash
platemail, shaman's headdress -> barrier idol (prioritize the one you need more, one of the two may be unnecessary sometimes)
at this point the game will probs be over, if it's still not get a behemoth's heart or turn platemail into frostfield, honestly doesn't matter
get great results from this build, gives electrician everything he needs to be successful
I go bracer --> Sac stone --> Frostfield or mock ---> frostfield/mock
My item build that rarely fails:
start with Runes, Shield, Loggers hatchet.
Gank early, good partners are slither or anyone who can slow/stun or gank early.
You should try to ambush at level 1 at runes with your grip, slither spray + grip is normally a kill
Items:
If you get a kill or double kill then get a life tube from side shop as first item.
Then build boots, either steam boots or plated greaves. :PlatedGreaves::Steamboots:
Then build either helm of black legion and shamans headress... or just go straight for sacrificial stone:SacrificialStone: which gives HP and mana and regen... this is a good item early because you can then use your mana shield and if you're dominating early/mid game you can stack up a lot of kills on it.
Then I build :BehemothsHeart:and this makes you so mega tank that you are useful late game.
If stunners occur, apply :ShrunkenHead: liberally to the problem area.
Baby Sit build
To start go 2X :PretendersCrown: 2X :RunesOfTheBlight: 1X :MinorTotem:
Build into 2X :FortifiedBracelet: + :PlatedGreaves:
Then go :Manatube: + :Lifetube: = :Sustainer: (that order)
Depending if the Heroes in the line up against you have a lot of target spells:
