you need fast pushers/strong lane harassers. a ganking team needs to have 2 stuns and burst damage.
disables sound nice, but magebane's strongest point is his opportunistic farming, so most likely by the time he comes out to fights and actually gets in range of your disables, he would be too farmed to stop. you won't have enough dps to take him down. if you do, the magebane would most likely farm some more until you can't stop him. magebane most likely wins, since he has 500 gold per minute.

puzzlebox would own magebane. any proper disable with puzzlebox fuks him over.
Puppet Master or hellflower. There's no other counters, really, except for Panda maybe.

The key to really countering Magebane isn't in the hero though... it's simply not letting him farm. You usually want to go against him with a great harasser, like Plague Rider or Vindicator.
Basically grips and stuns makes Magebane useless.
Yeah, Tempest stun can get him so bad, ive fought so many magebane's who try to blink away, once i land a stun on the, it interrupts their blink and bam, my whole team ganks em. and i mean when you can do the "3-time" stun.

Swift Blade, spin.
Pollywog, hold.
Swift Blade, Auto attack.
Early - mid game, this will work since Magebane is paper.

Logics are hard to come by these days.
Panda or Witch Slayer IMO, either way it's chain disables/stuns.
Actually did it the other night as WS with Kuldra, magebane was even semi farmed (iron shield, steamboots, brutalizer, abyssal skull).
Rampage with Elder's Parasite, BKB and insanitarious will counter him(as Rampage will counter just about everyone at that point). Deadwood with runed axe, behemoth's heart, demonic breastplate and riftshards counters him(and if done right he can farm all that too). Witch Slayer can counter him as long as he has ulti(heck, witch slayer is the counter to any carry in the game).
If you don't go past level 1, the silence works really good for early ganks and keeping the magebane from ever getting his chance to be useful. Then later in the game, max it out to cast on yourself.
We kept a magebane 4 levels under our team, just by constantly owning him with the silence
Bloodhunter can keep him from blinking permanently since the silence last longer than it's cooldown.
Doesn't really matter if he does some more damage when he's getting ganked 3v1 now does it.
