Using (Name) as a placeholder, as if the item is named after the creator, it'd be Darxio's Lancet. However, if the name Darxio is deemed inappropriate, then it still leaves it open for another name to be tacked on.

Goal of the item:
The (Name)'s Lancet adds a mid-game/late-game item option suitable for many heroes, though best utilized on Intelligence heroes. It gives a new, unique item modifier, called Mana Leech, which while similar to Mana Combustion, will instead restore the attacker's own mana reserves by stealing the enemy's mana instead of just using it to cause more damage. This can benefit all types of heroes that are more skill reliant that just auto-attack reliant, but it can help them all. Strength and Agility heroes can benefit from it's 500 range Mana Combustion attack to finish low-health runners, harass mana using heroes by keeping them low on mana, or just to tack on more damage before or after a gank starts. They can also benefit from the mana leech for their skills and abilities that rely on mana, and it still combusts some mana, making it useful for people going that route for their attacks. It also adds a nice amount of Agility and Intelligence.
It's best use will be as a mid-game item for ranged Intelligence heroes that rely more on spellcasting than just auto-attacking, especially support heroes. This item will allow such a hero to restore mana by attacking other heroes, putting their auto-attack to a good use for their own personal mana stores, as well as allowing them to auto-attack the ranged creeps to steal their mana and return mana to them if they are creeping in a lane. This will allow these ranged intelligence heroes the ability to restore their mana via intelligent offensive play without having to run or teleport back to their fountain, rely on mana restoring items, or other methods of mana regeneration as often as normal. This puts their auto-attack to more of a use than 'I am waiting for my mana to regenerate but I don't want to return to the fountain', as they can use it to restore their mana in the field when attacking creeps and heroes with a mana bar. And also, this gives them a nice ranged mana combustion attack to throw into their spell casting chain.
