Is there a different penalty for creep denys? Also tower denys. (XP?)

Nah it does because the difference in XP amounts per level. Being 50% higher in XP above your opponent out of a total pool of 5000 XP points is a much more meaningful level difference than being 50% higher out of a total pool of 10,000 XP points.
In normal mode, you can have ult + 7 before they hit 5. A good top lane with a jungler can be 6 before the enemies hits 3. In easy mode, you might be 7 but they will surely be 6.

That's not true.
1. You get 2 gold/second. That means if your opponent hasn't got any kill, he has twice as much gold as in non-em. So it's more difficult for you to get better items than him.
2. It's a big difference if u are 3 levels ahead at level 5 => 8 or at level 18 => 21. Also you need much more XP at level 18. So actually it's maybe only 1 or 2 levels there.
So in non-em Mode it's much more easier in lane to outfarm a worse playing guy as in em Mode.
