Sup. Starting to play AP games, got sucked into the EM arena since dota. Its not that huge of a change for me, however I play with a bunch of dudes who basically dont understand basic gameplay tatics, ie like letting SW get last hits and they constantly steal farm. Beyond that, however, I find my self getting stuck in a spot where my ability to farm is lower than my ability to stay out of base and be beneficial at team fights.
For example:
I generally buy
(1) creep axe
(2) runes
(*) totems until broke
I generally lane jungle side until im level 3/4 and can afford the shield/agi/agi item ( forgot name ). Then I head jungle. I find myself constantly in this situation where im wiping out the easy creep camps but struggling to keep health against monitors/hard camps. I realize that I shouldnt touch these however its that or run to mid until they respawn, expecially if all of the camps are the harder spawns. This generally delays my farm by about 10 mins until I can get a few hero kills and finish basic items. How can I offset that "down" period where im basically leaving a lower class player in a lane by himself to get ganked? Need a faster way to farm, or a more efficient way. Should I be laneing much longer than level 3/4?
You should be farming lanes non-stop all game and using your ult when needed.

Jungling with Sand Wraith is an unfunny joke until you have a Mock/Nullfire + Steamboots.
Farm your lane as much as possible, and keep enough mana for that life-saver Q ability at all times.
With proper & consistent warding from your teammates, you should be able to see when the heat is coming down on your farm lane. Take that opportunity to port top/bot/mid and get a couple waves worth of XP & gold.
Starting items for me on Wraith very similar to yours. I buy 1 runes, 1 health pot and 1 mana pot though.

Jungling with SW at lvl 4 is huge mistake. You don't have enough firepower nor defensive power to survive there. Get steam boots + nullfire and then you can go woods.
Farming lanes at that time (when you get items from above) is way to dangerous at least in PUB game, where asking anyone for buying and placing wards is a joke - they never do that.
Every shitty int or support hero wants uber items and they don't see that this game is 0-sum game. If they get more gold there is less left for you.
Good (bad) example from my last game when i was plaing SW: my lane partner Pollywong Pr. was outcs-ing me and pushing the lane constantly with autoatacking. There was no way for me to convince him to stop oing that. Other example is that when you jungle and someone from your team comes by leaching your xp + many times stealing last hit.
SW is a very strong agi cary, but he needs farm, loads of farm (amount comparable with Chronos). To be succesfull at playing him you need the following:
1st - be good last hitter (getting 3+ (preferably all) last hits per weave when not disturbed is crucial)
2nd - you need to have a team that have a clue how to play. They must buy wards and protect you (This demented shaman from your team will not say to you that he needs items as much as you do to be effective - real story from a few games ago). They will do their best to prolong the game untill you have Nullfire + Geometers / Sword of the High without dying to much and feeing their carry (The thing is that they can die to almost all other heroes, but no to their carry. Unless you are outriced by significant margin by their carry, you will crush all your enemies as soon as you get Mock + Nullfire)

step 3 use your ulti to ks as much as possible

things to remember:
sand wraith is the pub king
you can turtle for an hour or more easily
it doesnt matter if you go 0 - 5, you can turtle and farm anyways

As has been said, don't jungle. Your starting items are perfect, but I would never get iron shield. If possible, get the person in your lane to play a support hero and focus on harassing and denying while giving you last hits and kills. Get a power supply and a shield, or a HotBL if you're farming well. Then farm (mostly lanes) until you have boots and mock of brilliance. You are very difficult to gank, so you can go 1-2 waves longer than you normally would with other heroes, then teleport to another lane. Use your ultimate to steal kills or port into winning team fights.

I don't play Sand Wraith unless I'm playing with 4 friends who I can trust to play well.
If I go into a pub, I find that 1/50 games, someone else other than me will buy courier / ward.
Sometimes, regardless if I'm playing a carry or not, I'm forced to ward because my support heroes think that being 200 gold away from Ghost Marchers is more important than 6 minutes of vision, when we are being owned by the enemy team from the jungle.
Play with people who WILL understand the hero you're playing, and play a support role successfully (courier and wards), and that way you'll be able to farm for as long as you need for the items you need without too much hassle from the enemy, tp'ing to farm another lane when they come your way, if they come for you again and TP is on cooldown, like TreeHorse said, have enough mana to Q away into some terrain they can't follow you to, and use your movement speed advantage (if you hit them) to get away.
Use your ult when you're required to at a team fight. If you think you're farmed enough and that by you being there and using Desert Curse you might get a few kills and genocide their team, wait for the last possible second of your ultimate before Mirage'ing in, or else you'll become the only sand wraith automatically (recent patch if you replace 1 illusion all of them disappear).
And then after that, go back to farming.

As for your farming problem, learn to rice. Assuming your allies don't come and mess it up, it'll give you uninterrupted farm until your enemies decide to try and gank you (which should fail).
Ricing is keeping the creep wave in the same spot. The basic method is auto-attacking any allied creeps below half hp, while at the same time getting every last hit on enemy creeps. Your goal is for the creep to never move. It's very possible to keep it right near your tower for, well, the entire game.

I readed someone explaining in short Sand, it helped me a lot:
Farm in lanes with mana and near escape ways, use clifwalk at any sign of danger. When you get lvl6 try to be allways above 300 mana. When someone is about to get killed Ult, tp there and finish off with curse. Keep doing this the whole game. Try to KS as much as you can.
I gonna add Sand needs a team that can keep good pressure early or mid game. If your team is been pushed out and been outganked, pulling out a sandfarm is not easy.
Edit: another add, HotBl is awesome for farming endlessly. Get it.
1. Farm until you have MoB.
2. KS at every possible opportunity.
3. If you think someone's gonna gank you from the jungle, toss your curse in that direction, and run the exact opposite way - your buff lasts 4 seconds... take advantage of it.
Useful tips unlike the rest of this thread:
If you're playing in a pub where no one gets a courier get one anyway and get your hatchet in the lane. It's 4 creep kills to get a hatchet (easy for someone who SHOULD be playing sandwraith) and being up a courier, it will hurt a lot less than not having the courier. Courier is going to allow you to ferry yourself TPs, marchers, misc regen without leaving your lane/farm... and in return allowing you to farm quicker and hop to other lanes to farm quicker.
Carry tps on you, a nigh unknown trick is to TP to base before you ult so when you ult you go into battle with full mana allowing for 2 or more applications of your first skill, meaning initiation, chasing, and finally escaping and having the mana to do all. Likely you'll have used your first skill at some point just during your normal laning phase making an ult by itself unlikely and an ult + slow near impossible straight from farming at your lane. It's easy to keep up a constant 75ish mana though allowing for TP.
Just farm farm farm, though it's important to pay attention to the game at least a little and know when you're actually needed. Things like 4v5 lane defending isn't a situation you get into... Your team is gonna cry some crocodile tears in a pub most likely but your presence can only hurt your teams chances because you're likely to be focused at an early stage in the game when you are weak, and also to slow down your farm. In the mean time there's a high chance nothing will happen and it'll be a stand off until both sides move away. By staying in another lane and farming you'll get the enemies to decide quickly to move in or move away to gank/stop you from farming. In the mean time your team should be defending under a tower which is a considerable damage dealer at that stage in the game and can act as their temporary 5th member. A competent team should have no problem defending, if they are trying to make a genocide in a 4v5 situation they are doing it wrong.
