On Use: Wall
Drops down an electrical wall directly in-front of the Hero for 15 seconds. Charged wall will not allow any hero to pass threw it. The user gains wall-phase for 3 seconds after dropping the wall, allowing the user to pass threw the wall.
60 Second cooldown
250 Manacost
Creeps are immune to Charged Wall and can walk right threw it.
Charged wall expires after 15 Seconds OR after 3 Hits.
The uses?
This item is best used by a support hero, Pollywog or Nymph come to mind. Charged Wall can be used as an escape mechanism whilst being chased, place it down at a chokepoint and run for it. OR, alternatively, used as a block for gank-setups. Place the wall at a good escape root and then run in for the gank.
Balance
Spells can still pass threw the wall, as can creeps, and any blink heros, it is mainly used to stop chases from auto-attackers OR create choke-points in a gank to cause confusion.
The question I asked myself when coming up with this item was, should it cause line of sight? I'm sure others could pitch in with their ideas on balance and overall help me improve the design of the item.
The Wall
The wall itself would be about that big, and you could place it anywhere (next to trees, wells, etc). Because of how easy it is to destroy AND it expires I doubt you could cause to much grieving with it.

Great Arcana is overused. Threw is misspelled. It's expensive for what it does, const/benefit not good. I rather have the Talisman and the power supply than the wall. It needs some serious work.

No it isn't.
I just thought of something. Omitting the potential to avoid attacks that void talisman allows is a bad idea. I would suggest implementing this change:
Nether Stride
Hero becomes disarmed, immune to attacks, spawns Nether Wall and is granted unit walking. Duration 4 seconds.
Nether Wall: As the hero moves about he displaces and warps the space around him creating an intangible impassable wall for the duration of the ability, the wall lasts for 7 seconds or after it is dealt physical damage 4 times.

would make a great spell for a hero, but not for an item.
Threw = Throw, hurl, propel through the air. eg. He threw the frisbee
Through = From beginning to end, or over the whole distance. eg. He walked through the wall.
Sounds like a hero ability not an item ability.
an awesome hero ability, adding a interesting new skill to the mix
the wall isnt that big, i would say make it bigger or cd less, cus for 5369 gold, i wouldnt buy it
imo make it about as big as behemoth's fissure since u can destroy it in 3 hits
