Is this kind of trolling reportable?

I had a new kind of trolls in a game yesterday, and what they did was so unexpected that I don't even know if it is reportable. I know for a fact that we lost that game because of them, and they were trolling on purpose, as they kept saying it in all chat.

So in this game there are 3 friends, they pick Ophelia, TB and Kinesis and go all to the short lane (with Ophelia ganking from the jungle). These guys didn't buy anything but BOTTLES. They each started with a bottle and they just bought more bottles the ENTIRE game. At one point in the game all the 3 of them had red boots and 5 bottles on the inventory, then they upgraded their boots to Ghost Marchers, and at the very end of the game (40 minor so) they end up selling a couple of bottles. From the start of the game they kept saying in all chat that they only had bottles or something like that.

Even though they were kinda trilaning, they got destroyed in their lane and fed the other team a lot. And one would think that they would at least keep the rune warded since they had like 15 bottles, but NO, I had to buy all the wards as Arachna.

At 15 min the game was completely lost since they were trolling and the enemy team was fed, but guess what, the trolls refused to CC so we had to stay in that game until the other team decided to end it (wich was at 45 min btw).

Now, I can't report them for refusing to play or to CC because they were actually playing the game (and feeding like crazy). But it was clear as day that they were doing so just to troll, and we lost the game because of their intentional actions of buying a bunch of bottles.

Can some GM help me and tell me if I should report them or not?

Having 5 bottles each is certainly not a build that is trying to win the game and would indeed be considered griefing your team. You may report them for doing so.

A sacrificial stone is still an item that will give you benefits (stats), while the bottle just gives you, well, no stats and a little bit of survivability. You don't "absolutly need" that on side lanes (and yes, I know that can be argued) and you really don't need 5 bottles, because getting more bottles will not give you more survivability (you would still need these 3 seconds to consume it and then you have to refill the whole thing... well you see where this is going).

I actually don't see the difference between one stupid build and another, so why would they both have a different outcome?

Because RAP is not black and white. Every match has thousands of nuances that must be subjectively and instinctively synthesized. The GMs decision factors in everything. There is a difference between intending to troll your teammates and challenging yourself with unorthodox builds. Intention matters; the items are moot.

    Does intent really matter though?

Recently, me and a friend were playing on sub accounts, and testing the hypothesis of coming back from certain deficits. We openly admitted we were going to try and play after feeding 10 kills per each of us - so 20 kills each. We then tried very hard to come back and win. One of us got banned for said incident - on a game we came back and carried hard. I understand its a hard case, but surely, a game we came back, carried and won against a team of 5 is ok?

The reporter must have been on the opposing team to us as he was the only verified account.

Intent absolutely matters. In the case described, the intention was to feed.

The negative impact on your team from intentionally feeding cannot be disputed. It also causes emotional and psychological anguish for your allies. This is different than a "less than optimal" or "unorthodox strategy."
