While i understand why new players may find the vast number of heroes daunting, im not sure how many people are noob enough to limit their own pool of heroes just because they dont know any of their abilities.
Though i will probably never play this game mode more than a few times, i suppose it is a good idea if this will help the noobs evolve into actual teammates.

This is great idea but All pick was basicly the same... i mean in all pick the same hero are played over and over so it wont change in this new mode (devo... valk...) so basicly it will be a all pick without marginal heroes. And instead of making those change why don't you allow player to go into the heroedex in a game so the player who die to an unknown heroes can just quickly go read what happenned to him...
Core pool should only be formed of Beta heroes imo
But that's my point exactly: The last few decisions S2 made target the casual, noob, new players.
They don't intend to improve the quality of the game, they just want to add more (noob) players into the mix.
Why would experienced players play this game mode? Or use the (soon) bots?

Experienced players got a brand new game mode awhile ago (Lock Pick) and have the full list of heros available recently. I'm not sure what's wrong with giving newbies something as well (range indicators, core mode, bots...). A sucessful game is going to appeal to all players. I thought this was obvious enough.
^Core pool is basically a game mode where you can only play 40 original heros (dota ports mostly, along with older S2 heros like Arachna, Chipper, etc).
so it will be only same 40 heroes forever? whats so exiting about that? dont see the point, too many heroes for beginners not enough options for vets
total newbies games should only have 5 heroes in the pool, pickable by both teams, so in few games they learn much more, playing these heroes and seeing them played by enemies, learning 40 or 120 heroes is your fist game does not really matter

I'm concerned that with a more limited pool the balance is going to be a lot more different. Obviously when it's just random people playing that doesn't matter so much but I can already see that any more experienced players are going to have a field-day on few of the heroes such as Wildsoul, Aluna and Hag.
That's not even true, you forgot about lockpick. People need to chill out with all the demands on S2, if you consider the fact that they release 1 patch a week they're doing a darn good job.. making better skins, adding new mechanics, new game modes, tons of balance changes.. Especially for a (now) free game, just be grateful that they listen (even if sometimes they take a while to follow up).
Feels like i am back in beta seeing the hero pick selection screen. Nice now i can practice some SS playsand dota players can try out this game.

So lets see:
Lock-pick mode: Only a few can play because S2 limits this game mode to 5 man teams.
All free heroes: Uhm, everyone who paid for HoN always had it, so nothing new here.
And why would I want to play HoN with a capped Dota hero pool? I can always boot Steam and play the "original" deal...
Just a last note about S2 flawed logic: Play against/with 40 heroes only, "Experienced players Sharpen your skills"????
Sorta random. Don't really find it to be a great solution to the problems plaguing MMR. In fact, I think it may be one of the worst possible ways to tackle it due to splintering the community even more and being more of a band-aid in that they just removed all the new S2 heroes. I could see it actually producing a bit more annoyance in that if you want to play another mode you will be out of practice against many heroes.
Still will be nice, to some degree, to not have to play heroes like MK mid every game or vs sil.
All that is going to happen is smurfs will congregate in this new game mode to boost their stats, and new players will still have a hard time settling into the game.
