How much does cast speed effect casting time?
Also there are only 3 heroes afaik who can provide it, BS and MoA, pyro to himself.
My guess is 100 Cast speed reduces casting time by 50%, and increases the casting time by 100% if it is reduced.
Is this correct?
Also why isn't it any items giving cast speed

Behemoth's Heart used to provide Cast Speed to Intelligence heroes.
Enfeeble (Gauntlet E) Reduces cast speed.
Just a tidbit :P
EDIT W/ THANKS TO SMURFIN' BELOW: Chronos' staff ultimate (Chronofield Deluxe) also reduces cast speed by 80% for allies.
