I find that Rampage consistently rapes low MMR (1300-1500) games early/mid-game, especially if you're a squishy int support so it's always very frustrating for me to play against a Rampage. Any general tips how to deal with him?

You need map awareness, pay atention to where Rampage is at all times, if he is missing stay near your team. When he dies he usually charges someone form the fontain, so be aware when he dies as well.
The reason he stomps so hard on this bracket is beacuse no one buys wards. If you are an int squishy support it is your job to keep the map warded.
Carry a tp at all times, if you are alone and you see him charging you (due the the wards you bought earlier) just tp to base.
Support items are very good against Rampage:
Void Talisman: He can't damage you at all with this active
Tablet: Push your teammates out of his ultimate, or push yourself to safety when he comes for you.
Astrolabe: Good stats and heal
Nullstone: hard to farm on a support, but screws Rampage pretty bad
During the laning phase you gotta do the usual, if you are against a stronger lane then yours (lets say VJ and Rampage vs Martyr and MB), play safe.
Still your best bet is to place a lot of wards, if you see him coming you can counter properly.
This. Something that everyone always recommends is map awareness. One little tip I can give you instead of a broad term is to look at your map every once in a while. If you're a driver, it is sort of the same way when you look into your mirrors while driving to check up on who's behind you.
Another big thing to providing good awareness and control is wards. You need them against a mid Rampage who has the power to get runes and come gank a lane.
The players in the 1300-1500 bracket are generally bad and lack map awareness (hence why they are in that bracket), so you will most likely have a difficult time trying to win your game. Try becoming the mid player of your bracket and beat Rampage mid. Learn and practice valuable heroes such as Wretched Hag, Blood Hunter, Devo, Pebbles.

Bubbles can take cover right before he gets hit
Mage and hag can both blink a split second before he hits. If you blink too early he keeps chasing, you have to blink right when he starts his leap, since that's the end of his charge. Any disjoin at that moment will dodge his charge. His ult, that's another story.
Ring of the Teacher/Plated Greaves etc really cut down his damage output early game. As an int support you might even want to consider the new sac stone. That said, items like tablet of command also really make him weep in frustration.

As far as items go there are A LOT of counters, some cheap some expensive, some effective some not so much lol. IMO the best way to survive rampage (other than having wards) is to ALWAYS be with a teammate. A rampage will find it much harder to kill you when you have a stunner, slower, nuker with you. I find a huge problem with the low bracket players is that they are always out alone farming in a pushed up lane with a super squishy hero.
If you time a stun right, it can get him right when he's about to hit you, at least stunning him for a few seconds, hopefully enough for a teammate to land another stun or at least get close enough to help you out.
Wait, does Ramp lose his magic immunity from stampede when pouncing? Still, if this is true, the window of opportunity for a stun would be miniscule.
