I specifically said he was underpowered and needed a rework, but that his Blitzkrieg and Lightning Shackles are perfectly balanced imho.
In real normal MM games, I usually go Blitz when we need a good support/semi-carry, and I usually ward at least five times, but get carry items.
I've gotten 2 bloodbaths with biltz, but this was because I got great early farm and was able to get a 15 minute shroud.
If you know how to build him he can be decent, but he is still greatly underpowered. At level 16 with no items he still has less HP than a level 6 Keeper.
