Now I'm not totally sure about this, but you're right on one point. You can reconnect with a slightly different IP. Such as an within your dynamic IP range. However you can not ask a friend to connect to your account and resume a game. If this is due to a too large variation in IP, different MacID or similar, I can not tell.

I heard somewhere that others can't reconnect with same account due to different client and not due to different IPs. But i don't even remember where i read that so it might be bs.
You're assigned dhcp through your router, but your isp is confined to a specific address. Often times with complicated networks, administrators assign static ip addresses to all the computers so that its a lot easier to pinpoint specific problems in the network.
It would be a nightmare if a server went down or was malfunctioning and you had dhcp up on a corporate network. Granted you could just write down the mac address, but still.
In any case, you can always run interval trace route tests to heroesofnewerth.com, and attack servers on the network that way.
Preventing a ddos attack is pretty ****ing simple. You just reject malformed/incessant pings, give each user a specific addresses to connect to the server with, not have a really weak server, so forth and so on. I remember last summer I think it was when the servers were down for weeks, biggest joke ever. This is what you get with half rate third party gaming studios that cut corners.

I'm not sure, I don't use valve, but running of the knowledge that their website got hacked (and therefore the database), I'm going to assume that they probably don't have a lot of power to mitigate ddos attacks if they can't even get a half ass website up that can get sql injected.
Then again, look at this site, it opens with a flash redirect (which prevents web spiders from detecting keywords) and a title like "Play Hon for free!"
Not only they wasting around 30 open character spaces, they aren't attracting anyone with their most important <title> tag. I can't even begin to guess how they waste their <h1> slot as well.
Considering the out-of-the-blue-ness of these rants about events that happened >1 year ago and how bad HoN's website is, I'm guessing the context of this thread is not particularly clear to you. Which is understandable since it was not explained. During this tournament, players' routers (not the game server) were allegedly DoS'd. That's about it. It's not exactly something that can be held against S2.
If they were really being DDOS'd , they wouldn't be able to browse youtube, internet, skype, etc... Their global internet would be having problems, not just their HON client. If this was the case, they could contact their ISP for assistance with this in resolving the problem.
imo the hardware/software configuration of your computer is relevant for reconnection.
e.g. you cant reconnect with the same ip after changing from win to linux client (and vice versa) or the case of notail at dreamhon where they changed his computer and he could not connect (i think diva/xander/breaky explained what exactly is used to create the "id" for reconnetion).
