- Adds a charge for every 4 seconds outside of combat.
- All charges removed upon combat.

The true ganker's boots. In combat, provides no bonuses whatsoever. Out of combat, it gives a huge movement bonus. Combat is defined by the wielder taking damage or dealing damage. After 12 seconds outside of combat, you will have an 15% additional MS. This is a must-have for players who roam and buy Bottle.
A hero with 300 base MS will have 360 combat MS and 378/396/414 progressive out-of-combat MS. The current metagame favors carries. Part of the reason is because of the lack of ganking heroes and the relative difficulty of ganking. This item fixes that problem and prevents multi-carry teams from being EZMODE victory.
This is a really great idea. Because the out of combat boost is a percentage bonus does this mean it increases the amount added by items such as 'Slash' and 'Storm Spirit' aswell? If it does these boots are really great late game and early mid game too.

Ah, this is a very refreshing take on the Wanderers Boots you posted before. I gotta say, I like this MUCH more, allows you to get to the fight quick, but if you're turned on you are kinda boned. Really helps the true ganker though, by allowing you to move from one gank to the next quickly and regain the mana and HP you might have lost in your last gank.

Does fighting creeps disable the Traveling? This way i would still prefer Phase Boots cuz i can reuse them better while chasing.

I enjoy playing roamers but my big problem is they take too long to gank from one lane to another, often being below level in the process. It would be nice to see roamers being more noticeable instead of the typical "derp derp AOE STUNS FTW" lineups we see in most games.

another Nome item in game? lol but yea, nice. I'm assuming DoTs will still consider you being in combat? and I don't think 4/HP / 100% mana regen is considered "insane" XD
make it 6/HP / 150%... that would be awesome
and probably make the passive bonus MV SPD by +5... yea it's better than the regular Marchers already... but wynaut :P
The only thing I'm slightly worried about is if they underpowered. Sure, it helps out roamers with their regen and speed, but only if they are not in combat. At least steam boots provides some extra mana, health, and armor, while the enhanced marchers provides extra attack speed.
I guess what I'm saying is, will this passive regen make up for the lack of stats or consistent effects, or leave the roamers too weak to even take on the targets? I would love to see it tested.
Almost forgot, a definite yes on this. Another boot option would be great, and even more so targeted towards the roamer.

Yeah you can surprise them, but once you do there's no going back, you only have 350 ms.
Edit: lower the recipe cost. It should be cheaper than other alternatives since it's a fairly early game item, and most gankers are also ward *****es.
I Enjoyed this way. No more charges or it will **** up with other boots, lol. The bonuses regens are already way fine. I just think Recipe should be more expensive. Too cheap for such amount of bonuses.

is it only when you take damage or when u also deal damage
because dealing damage is also seen as combat ?
i like the boots but i think they would be better if it was just hero damage for the regen effects and maybe all damage for the movement speed that caused the effect to wear off
would make them great for quick farming and getting around
