I think it applies to most Toggle Abilities but I'm not 100% sure on that. I'll have a look.

iv tested this quite a bit and yes you can toggle it without breaking invis, not only that but it will also slow/damage the target as well while still invis

i think it was something they changed a while back, from what i can guess it was when they changed it so you could shroud after using a channeling spell, maybe a patch or too after that im not totally sure

it looks like it was intended

They indeed changed the invis rune to act like a shroud, so you could swap treads in invis etc. But I had no idea you could rot with devo

Question is, can you see the cloud as you can see Mortification from Revenant while he is invis or do you only start taking damage and see the icon of the decay once you are close enough?

It has always been like this and it's intended. However while invisible you will not apply the slow state to enemies!

Always been like that? Or is this just since they changed the rune of invisibility to match what shroud does?

    Graph.

I was assuming Shroud-ish invisibility behaviour, I was not talking about the rune.

Right now, it's the rune that got changed but not Shroud, so it's "more noticeable" now because Devourer players usually don't go Shroud.
