Note about Q,W and E
Q, W, and E are similar skills, they just don't share cooldown and don't apply the same color debuff.
Active:
There are 3 different activations of these skills.
Each activation of this skill, changes how this skill works for the next spell. Cycles between Paint Around > Throw Brush > Bucket Drop > Paint Around > ...
Cycle of activation is shared between Q, W and E .
Paint Around (300 range): Select a target ground or Unit, damages and Apply Color Paint to all enemies 200 Range around you and in a cone 380 Range in the targeted direction.
Throw Brush (1200 range): Select a target ground or Unit, Throw a brush to target which damages and applies Color Paint to all enemies 90 Range around which touches the Projectile.
Drop Bucket (600 range): Select a target ground or Unit, Throw a Bucket to target which damages and applies Color Paint to all enemies in 400 radius around the target.
Q,W and E Adds a chance to apply Color Paint on attack.
Chance increase with the level of each skill.
You can add 2 or more color with only one attack. Application is independant of each skills.
Paint it Red - Dual Position / Target Entity

Elite Mage Painter uses Red magic Paint with which he covers it's enemies
Passive:
Add a chance to apply Red Paint on attack.
Active:
Applies Red Paint.
The Red Paint deals damage over time and refreshing Red Paint deals extra damage to an enemy unit.
Mechanics:
• Illusions inherit Paint on Attack.
• Red Paint, stacks up to 10 times and charges are timed.
(1) Deals 30 Magic Damage when applying Paint, Red Paint lasts 6.25 seconds, deals 4 * charges as Magic damage per second.
Refreshing Red Paint deals 20 Magic Damage, 3% Chance on attack to apply Red Paint.
(2) Deals 60 Magic Damage when applying Paint, Red Paint lasts 7.5 seconds, deals 6 * charges as Magic damage per second.
Refreshing Red Paint deals 30 Magic Damage, 6% Chance on attack to apply Red Paint.
(3) Deals 90 Magic Damage when applying Paint, Red Paint lasts 8.75 seconds, deals 8 * charges as Magic damage per second.
Refreshing Red Paint deals 40 Magic Damage, 9% Chance on attack to apply Red Paint.
(4) Deals 120 Magic Damage when applying Paint, Red Paint lasts 10 seconds, deals 10 * charges as Magic damage per second.
Refreshing Red Paint deals 50 Magic Damage, 12% Chance on attack to apply Red Paint.

The Green Paint reduces armor and magic armor and refreshing Green Paint burn mana to an enemy unit.
Mechanics:
• Illusions inherit Paint on Attack.
• Green Paint, stacks up to 10 times and charges are timed.
(1) Deals 30 Magic Damage when applying Paint, Green Paint lasts 6.25 seconds, reduces armor and magic armor by -0.4 per charge.
Refreshing Green Paint burns 20 Mana to target 3% Chance on attack to apply Green Paint.
(2) Deals 60 Magic Damage when applying Paint, Green Paint lasts 7.5 seconds, reduces armor and magic armor by -0.8 per charge.
Refreshing Green Paint burns 40 Mana to target 6% Chance on attack to apply Green Paint.
(3) Deals 90 Magic Damage when applying Paint, Green Paint lasts 8.75 seconds, reduces armor and magic armor by -1.2 per charge.
Refreshing Green Paint burns 60 Mana to target 9% Chance on attack to apply Green Paint.
(4) Deals 120 Magic Damage when applying Paint, Green Paint lasts 10 seconds, reduces armor and magic armor by -1.6 per charge.

Passive:
Add a chance to apply Blue Paint on attack.
Active:
Applies Blue Paint.
The Blue Paint applies a stack slow and refreshing Blue Paint imobilize briefly an enemy unit.
Mechanics:
• Illusions inherit Paint on Attack.
• Blue Paint, stacks up to 10 times and charges are timed.
(1) Deals 30 Magic Damage when applying Paint, Blue Paint lasts 6.25 seconds, 4% Movement Slow per charge.
Refreshing Blue Paint immobilize target for 0.2s, 3% Chance on attack to apply Blue Paint.
(2) Deals 60 Magic Damage when applying Paint, Blue Paint lasts 7.5 seconds, 6% Movement Slow per charge.
Refreshing Blue Paint immobilize target for 0.4s, 6% Chance on attack to apply Blue Paint.
(3) Deals 90 Magic Damage when applying Paint, Blue Paint lasts 8.75 seconds, 8% Movement Slow per charge.
Refreshing Blue Paint immobilize target for 0.6s, 9% Chance on attack to apply Blue Paint.
(4) Deals 120 Magic Damage when applying Paint, Blue Paint lasts 10 seconds, 10% Movement Slow per charge.
Refreshing Blue Paint immobilize target for 0.8s, 12% Chance on attack to apply Blue Paint.

Color Mixing Fever - Target self

Sometimes, mixing color and abstract painting, by flooding can do marvelous results.
Passively allow for Color Mixing when more than one Paint color is on an enemy.
On activation, grant charges on this skill, each time one of your skills (Q,W or E) is or enters in cooldown, 1 second after, cd is reseted and 1 charge is removed from this skill.
As long as there's charge on this skill, each 1 seconds, you lose 1 charge and a brush is thrown at a random visible target location, and explode and creates a 250 AoE which applies a random color as long as an enemy stands in it and last for 2.5s
Color Mixing Effects:
When a unit is under both theses states at the same time, another effect happens as long as the required states are on.
Blue + Green
= Reduces damage the unit deal by 5 / 10 / 15%
Blue + Red
= Reduces Mana and Health Regeneration by 40 / 70 / 100% , revealed, 15 / 25 / 35 manaburn per second.
Green + Red
= Deals 12 / 18 / 24 Magic damage ticks each seconds, to all enemies 240 radius around the unit. Also 10 / 20 / 30% of damage taken is dealt to enemies in 240 radius around the unit.
Red + Green + Blue
= + 10 / 15 / 20% Damage taken.
When Red + Green + Blue is refreshed
= the unit is randomly silenced or disarmed for 0.4 / 0.8 / 1.2s (both, can't happen at the same time,dispels the previous one and reapply one randomly)
Mechanics:
• State expires when no charges remains.
• Application of color by this skill is based on level of each color skills.
(1) 18 Charges.
(2) 24 Charges.
(3) 30 Charges.
Mana Cost: 200
Cooldown: 110s

Really complex, really confusing. The concept sounds interesting, but I doubt anyone would want to play a hero that demands a higher education just to read the ability tooltips.
You may want to go read a couple in-game tooltips for hero abilities and try and explain each ability in one to two sentences. Also, I would consider listing each ability in the manner I just described, and then further breakdown the effects. Listing the effects of the abilities before explaining what each ability is makes it feel like reading the Memento screenplay.
That being said, I would also change Paint It Green to Paint It Yellow. Really nitpicky, but Red, Blue and Yellow are primary colors, which makes more sense.
