No, I don't think its usefull. (please tell me why).
Concept & General Idea
Noble Cloak is an idea I came up with that could be used to increase the defensive style of playing as a caster.
The heroes need to be well positioned since they're very squishy even into late game, so I wanted to make an item that could be picked up by any int hero and certainly is also a great item to be picked up by a support if he/she has the farm.
The name has been made by using the item Apprentice robe (which is one of the ingredients) and combine it with the shield of five.
Also the effect could look like some shield-ish animation going around the character making it fitting for a cloak.
Gives a shield that will reduce all incoming blows by 14% for the next 2.5 seconds and 15% debuff and stun reduction.
the same amount of blocked damage will be applied (healed) in HP to self over 3 seconds.
Note (This item can block 14% of a maximum amount of 3 skills or auto attacks), can be applied to allies now too!
This item has a cooldown of 28 seconds and a mana cost of 60.
+7 Agility - The agility gain should be low, but higher then the strenght so Agi heroes like Andromeda or Engineer could actually pick it up.
+16 Intelligence - For obvious reasons, that this item is mainly for early to mid game casters.
+5 Strenght - The less strenght the more reason not to pick it up for strenght heroes.
Apprentice robe - 450g - Can be broken from steamboots if posthaste is an option (Pollywog etc).
Shield of the five - 803g - Underused defensive item (besides build up for greaves)
Recipe - 1247g
Resulting in 2500g.
What about tanky heroes like armadon:
Armadon or zephyr do not gain anything from this item then an activatable block for a few seconds, the Noble cloak will give them int and mana regen which isn't needed
for either of these heroes, for the same amount of money they could pick up an helm of the black legion or shamans headress which is much stronger then this noble cloak, except that noble cloak is way more viable then an helm on an INT caster.
Calculation and examples.
Let's say we have a Pollywog with the items Steamboots,Power Supply,Noble cloak and a bottle.
Leaving him with 1100 Hp and he's being ganked by a deadwood that has sols bulwark,Portal key, Steamboots and bottle.
Deadwood reduces this Pollywogs armor to 0.0, the deadwood punch deals a massive amount of 950 damage leaving him with 150 HP.
Now on activation with the cloak using ur reflexes you will negate 14% which is 133 damage, plus it will heal you for another 133 HP over 3 seconds.
which leaves him with 416 HP, which is huge! It's also usefull for heroes against pollywog,witch slayer, thunderbringer etc!
Please note that Deadwood would still have killed him using his stun (can't activate items) but for obvious reason I wanted to show you an extreme case of this item.
The 15% debuff and stun reduction is very usefull itself too, will reduce a full stun valk arrow by 0,75 seconds so almost a second.
This also counts for the hellfower and other CC items, take into account that this can be a bad thing too, stormspirit, Bloodhunters buff/debuff.
note that this only will work when the buff/block was applied before the CC.

Increased stat and cost of recipe- Melto's suggestion - V 0.1
Increased armor by 2 - V 0.2
By being damaged by a DOT the 3 hits won't be affected (so you can still take the 3 hits in the 2.5 seconds to block some). - V 0.3
Increased str by 2, due being weaker then nomes - V 0.7
added 15% debuff and stun reduction when under the effect - V 0.8
Now able to apply it to allied creep or hero - V 1.0
Increased mana cost from 35 to 60 - V 0.4
Increased cooldown from 20 to 28 seconds - V 0.5
For the notice, the heal can be slowed or disabled by skills that allow to (slither,salforis etc).
Decreased int by 2 - V 0.6
Increased recipe cost by 300 - V 0.9

Another reason why it's a pretty good item!
For the amount of gold it adds a really good amount of Intellegence which is great for the int casters.
But not just for them, Int carries will make their comeback too as far as it is possible, since it adds some decent survivability against a burst heavy team.
The Intelligence the item gives is about the same as two neophyte's books which is about 2000 gold.
It's also an easy to build-up item that can be made from using old items like steamboots.
Explanation and comparables why it isn't as strong as it sounds.
The blocking effect is useless against early game auto attacks 50 dmg from an hero = 14 reduction (Heal into account) for 2,5 seconds or 3 hits.
Non-viable pick up against certain heroes (Armadon,Slither,Artesia,Gemini,Keeper etc).
Items like Hotbl or nullstone can be more effective to heroes like deadwood,pyromancer etc. (though you usually dont get hotbl on int).
Astrolabe or tablet adds a lot more str and have really good surviving ability effects too.
Very very nice item concept, but stats it gives make it that squishy, carries can easily use it.
IMO, it should give, more int and be more a beggining of mid game item... to make it less worth it for carries to buy it than damage items...
for the moment this item cost ~1300 Gold, IMO it should be around 2000 ~ 2500
For example, add a Neophyte's book in the recipe add 10 Int more but increase the effect !

Updates some small numbers due certain reasons, if there are suggestions please do so, I'll mention ur name at the changes part of the topic.

Compared to nomes wisdom my item was a bit of underpowered for the money and nomes would be a better pickup in most cases.
I Made some addjustments to my item and increased the price hoping this will be better.

I personally would not spend 2500 on it. IMO Assassins shroud with 3300 is much more usefull. I like the idea but i think it costs too much and does too little. I will not vote.
I think it's arguable about the properties of these items, personally I'm not a fan of shroud for several reasons and one of them is the actual stats they give, or well not give.
But then again, I appreciate your opinion ^^.

I like your idea because it needs good timing to be fully effective. I have a question is it a single target spell that can be applied to allies (like tablet) or AOE effect (like astrolabe). I believe that it is single target and so its awesome idea so I gave you YES! (AOE would be too much powerfull IMO)
