Engineer is fine as he is now.
Iíve always thought that engineer got nerfed into the ground ever since his tinker and old turret got taken away.
He certainly can be a dominating hero still if played correctly but then again there are way better picks then an Engineer if comes to: Supporting,Ganking and being a semi Carry.
Engineer doesnít fit into much roles and if he does heís easily replaced by a better hero for the same role, as example glacius has a reliable stun, great slow and an devistating ult.
For the semi Carry role there is as example an hag or valkyrie that dish out so much more damage then an Engineer.
Iíve thought about several small buffs to increase the power and viability of Engineer comparing to other heroes, and Iím basicly just tweaking some numbers.
Increase his attack range to 550, this makes harassing and last hitting a tad easier, itís not a big buff but certainly will help if youíre in a dual lane.
Increase his attack damage by 2 and 1 making it 22-28 so he can actually last hit if heís going to be played a solo lane role, as example a Plaguerider could be a support but also a solo lane hero and thats the role I think Engineer fits best.
Makes his keg targeted but also how it is right now, a good example would be witch slayers stun.
Youíll be able to target the hero for a sure stun, but if you donít you can still cast it.
The targeted stun will launch the opponent hero into the diraction heís facing, but to have the full effect (of launching him towards you or into a certain location you still have to use ur gaming skills).
By any means Iím not a pro player, Iíve followed the competative scene for years and understand the game very well, I do think these buffs will certainly put Engineer in a way better position and I hope people will support me with it, thanks for readin.
These are really bad ideas, which won't help the hero get anywhere, an I doubt the third one could work, and it'd remove synergy.

Btw it's not a "sure stun" with witch slayer when you target it like that. You can still dodge it.
