This would be a nice item for a support to pick up and save allies in need with precise timing.

Numbers can be adjusted, just look at the concept

I think this would be a pretty strong item on certain heroes (Nymphora jumps to mind right away).
And I think its better to improve the cost and stats of the item, and make it only apply to self, just an idea.
At this moment it's pretty weak in stats, the effect is pretty strong though if you'd buff it, idk what to say actually at this moment its Underpowered but could be so strong, hard to balance an item like this.
