New Gameplan: 5/5 at 10, 4/5 at 15
Old Gameplan: 4/5 at 7
Current System: 5/5 at 15, 4/5 at 30
I play exclusively CM since closed beta, mostly solo.
In my experience, the 15 minute mark for earliest possible concede vote is never the biggest issue. The only time you concede at 15 is when it's really abundandly clearly that there is no way of winning and usually the team agrees.
The 4/5 vote at 30 minutes is a bigger issue though. At this point, even when the team is losing, there's always one carry who will try to block concedes just to farm some kills which leads to huge amounts of frustration and leaves.
So what i propose:
- Leave 5/5 at 15mins
- Shorten the gap between 5/5 and 4/5 votes required, maybe at min 25 or 22?
P.s. I am extremely glad you stepped away from 4/5 at 7 mins, that wouldn't make casual mode more 'casual', it would make it completely pointless to play for serious people who've invested a lot of time and money into the game.

5/5 Concede Threshold: 10 minutes should be fine... for 3v3 it should be 7.
5/5 @ 10
4/5 @ 15
3/5 @ 30
The main argument I'm seeing is "It's CM, win one team fight and your back in it!" but by then the other team has usually demolished you in 4-5 team fights and the 0-12 scout thinks you still have a shot at winning... "Just one more team fight guys!". Completely infuriating when this happens, and if it happens once it has already happened too many times. I like the direction S2 seems to be going with this!
Thanks for the feedback guys. We'll definitely be taking your ideas and concerns into mind when discussing a better solution. More to come later!
