No. Concede after 7 mins? The game has just begun, you can still win!
Anonymous vote concede is alright, League of Legends has the same kind of deal going on. The problem with this kind of system is that people on the same team start guessing who down voted the cc vote and then proceed to grief that person. In a game with a group of 4, the single-player always ends up in a lose-lose situation and will always get griefed. And a lot of the times someone will guess wrong and grief someone who didn't do anything wrong. These are just the negatives to anonymous votes.

Well, to be honest, both have bad and good sides...
1st current: Yes, there are indeed griefers who won't concede cause being angry on team for no reason. But sometimes I don't concede (4/5) and we actually win by 30 min. So it's 50%/50% situation.
2nd "new" one: It is indeed good while team lost and someone won't concede, cause being mad, (no prisoners till 30 min) but as I mentioned above, sometimes I actually win by not-conceding.
Final conclusion: That won't change much, all of that depends on community.
I'm up for normal changes, but in casual 7min 4/5 is too early I think...
maybe 7min 5/5 and 12min 4/5?
I like the casual mode change but not the normal mode one. People already give up too easy.
I got an other idea.
Its normal that games with a great difference between kills are lost .
For Example : H 4 Kills L 19 Kills that is a lost game .
A Solution to avoid wasting time is when the Kills difference is higher then 15 Vote Concede 4/5 else 5/5
This is an excellent idea! If four players thinks it's over in casual mode where you gain ten billion gold per hero kill, then it is over anyways. When in casual mode would three votes be required? 15?
For the love of God no... you are definitely going the wrong way with this. The real problem is people just give up way to easy and forfeit games that can still be won. Back in the days of dota 95% of games were not given up until there was a clear cut winner, and that usually meant rax down, or an absurd difference is levels and kills.
In hon, if your even slightly losing everyone is ready to throw in the towel. I always refuse to CC, and more times then not by the time 30 minutes comes around, we are either even, or winning the game. At that point my team is no longer interested in CCing. People in hon just dont seem to realize the late game potential of their teams, nor do they keep in mind the "possibilities" that can happen.
Like I said, I really think you are going the wrong way here, I would much rather push the concede option further back, or even remove it completely. I already feel like all you do before CC is available is sit in the lane and farm. In most games by the time 15 minutes comes, most people are barly starting to move around the map. I dont enjoy the laning phase of this game. Standing around trying to last hit creeps is boring, all the fun and action is in ganking and team fights. By implementing this all your doing is making the laning phase the main point of every game.
Let me lane for bit, get some creeps, win one team fight, and then its on to the next game. Boring...
I just wanted to add a few things after reading all the pages of posts so far. Especially about CM.. people seem to be horribly mistaken about it.
1. I support the annoymous voting idea, I always thought it should of been implemented. I do not support the time changes though.
2. Why do people keep saying "it is casual mode afterall?" For the nay sayers.. casual mode is just as hard as normal mode, its just played differntly. (Your right you dont lose gold for dying, and neither does the enemy carry who is getting 600 gold a kill.. think about it.)
3. Casual mode games actually last longer then normal mode games as well.. people dont seem to under stand that. (My casual games are 45 mins to an hour every game.. my normal games are about 20-25 minutes.)
4. If you implement these CC time changes, you might as well remove all the items that are above Tier 2, and make the level cap 11 because no ones is going past that.
I am not trolling, or trying to talk crap, but this is seriously a bad idea. Being able to concede in general is a bad idea. Its really caused people to just give up... late game is honestly the best part of this game and most of the players dont even know it. Looking through the posts, it seems pretty even for supporting this idea, and for being totally against it. I for one hope you abandon this idea, and really consider removing the option all together, or at least give people the choice. If I had the choice, I would definitely play MM games without a CC option.

I agree with w4nker, I was thinking the same. Although I think in most cases the game can be decided within 22 minutes, even if you are a hard-carry. I'm more afraid of people just CC'ing because they can leave with the thought "better luck next time", instead of trying to improve their skills and turn over the game with for example a hard-carry or massive push power 5 minutes later.
change it or make it banable so griefers and macrospamer can finally get bans
