Been working on the concept of a Mounted hero for over a year now. This is my latest and best creation based on the mounted concept. The Dragon Rider needs a better name, but he is a strength carry who becomes significantly more powerful while riding his Dragon.

Description: The Dragon Rider ignites his enemies with his breath. After being repeatedly scorched, his enemies panic and run around in terror.
Type: Magic
Affects: Enemy Units
Range: 450 units
Radius: 60 degree arc
Mana Cost: 40
Cool Down: 4.0 seconds
Required Levels: 1/3/5/7

Activation {Q}:
All enemies in an arch in front of the Dragon Rider take 40/60/80/100 magic damage and have 1 charge of Scorched placed on them for 4.0 seconds. Max of 4.0 charges of Scorched.
Enemies with Scorched take 5/10/15/20 magic damage per second. If an enemy has the max amount of Scorched charges, they have "Fear" applied to them for 1.1/1.4/1.7/2.0 seconds and the number of charges are reset to 1.0.

-When Dual Cast, this skill deals twice as much damage and places 2 charges of Scorched on all enemies hit.

Description: The Dragon Rider uses the power of the dragons in his blood to coat the area around himself with Burning Embers. Enemies are slowed and take damage while moving.
Type: Magic
Affects: Enemy Units
Radius: 450 units
Mana Cost: 90/100/110/120
Cool Down: 12.0 seconds
Required Levels: 1/3/5/7

Activation {W}:
Places Burning Embers in a 450 radius of self's position for 4.0 seconds. Enemies in the radius are slowed by 20%/30%/40%/50% and take 25/50/75/100 magic damage per second while moving.

-Enemies who are not moving take no damage.
-When Dual Cast, enemies take twice as much damage while moving, but are not slowed twice.

Description: The Dragon Rider cauterizes any open wounds he has expediting his healing prowess.

-How his skill works:
>A percent of all damage dealt is added to a pool.
>Every second, the pool loses up to 5/10/15/20 points.
>Each second, the Dragon Rider's regen rate is boosted by the amount of points lost from the pool.
>When he pool is empty, the Dragon Rider's regen is no buffed.

Description: The Dragon Rider summons his Dragon to fight by his side.
Type: Superior Magic
Mana Cost: 150/200/250
Cool Down: 90.0/75.0/60.0 seconds

Toggle {R}:
Summons the Red Dragon. If the Red Dragon is already summoned, the Dragon Rider mounts or dismounts his Dragon. Upon the Red Dragon's death, this skill goes on cool down.
The Red Dragon has 300/325/350 movement speed, 500/750/1000 hp, 400/600/800 mana, 5.0/7.5/10.0 base armor and 5.5 magic armor. It deals 100/150/200 physical damage per melee attack on a 1.5 second cool down. It has copies of the Dragon Rider's skills and has access to and gains benefits from the Dragon Rider's Inventory. When not in combat for 5.0/4.0/3.0 seconds, the Red Dragon takes flight and gains Unit-Walking, Tree-Walking, and Cliff-Walking.
While the Dragon Rider rides the Red Dragon, all damage and healing is split between the Dragon Rider and the Red Dragon, all spells are double-casted, and they use the Red Dragon's model and stats (such as hp, mana, armor, and attack damage).
If the Red Dragon dies while the Dragon Rider is riding it, the Dragon Rider immediately exits the Red Dragon. If the Dragon Rider dies, the Red Dragon dies.
The Red Dragon gives a 100 gold bounty for killing it.

Notes:
-This skill behaves similarly to Empath's ult. When the Dragon Rider mounts the Red Dragon, he "jumps" inside the Red Dragon and cannot be target by enemies or allies.
-The Red Dragon gains bonus from everything but attribute bonuses (str, agi, or int) since he has no attributes.
-While riding the Red Dragon, Half of all damage is dealt to the Red Dragon and the other half is dealt to the Dragon Rider.
-While mounted and the Red Dragon is silenced or stunned, the Dragon Rider is also Silenced or Stunned. (To prevent skilled player from using the Red Dragon as a free nullstone).
-While mounted and outside of combat for 5.0/4.0/3.0 seconds, the Red Dragon will still take flight.

The HP of the red dragon are way too low imo.
Also:
The base wander radius every unit has in their game files is 250 just fyi-Runs around randomly in a 150 radius of initial position.
Cauterized Wounds probably needs a better clarification/description, and a duration, IE:
Whenever you deal damage increases your health regene by X% of the damage dealt for Y seconds.
(Does every instance of regeneration have its own individual timer btw?)
Overall the hero seems kinda unexciting to be perfectly honest.
I also don't really see a huge benefit from mounting the dragon - the way it is at the moment you actually miss out on the possibility of using your slow in 2 different locations by doing so.

Yeah, I was just thinking about that. But he probably would work like Booboo, so he only benefits from +HP, +Mana, +Regen, +Damage and so on, but not from agi/int/strength, right?

Thats right, Skyve. He would behave like BooBoo in relation to items.
I do not know what you mean though by Mounted Dragon being significantly worse than Unmounted. While the damage is less, the Dragon Rider is effectively gaining 500/750/1000 hp. Most people would undoubtably be spending more time riding the Dragon than not.
Cauterized wounds would work as so:
1. The percent of Damage would be fed into a pool
2. The pool will lose 5/10/15/20 points every sec.
3. The Dragon Rider would gain 5/10/15/20 hp per second as long as the pool does not run out.
I can see what you mean in that it needs a better description though.
And Yes, Melto, It was based on Hypercoagability. I will add a note.
Thanks for the catch on the wander radius. I did not know heroes had one, so I made one up to constrain them and increase the synergy with Burning Embers.
Edit: Changed damage to be split between the Dragon and the Dragon riding while mounted, and made a note about split damage (50% dealt to the Dragon and 50% dealt to the Dragon Rider). to avoid any confusion.
I like and dislike this hero. He is a hero that the theme is "mounted hero" but I thought you could let the other rides your montary, the way the dragon works for me seems like just a buff to the Dragon Rider, but the visual would be he riding a dragon. Its like, he gains more damage, a hp bonus while in the ultimate and you will always use the ultimate... I just don't know :P it doesnt feel like you can use it as a mount, just a buff for your hero. I was expecting something like, if you mount the dragon, you gain more mov speed, cliffwalking, treewalking but you can't attack, etc.
The numbers seems right, nothing to complain about.
