Shapeshifter deserves a hero in HoN.
Tho, he needs to be released as a dev hero.
He seems like some unholy union of Huskarr's passive, a bit of Puck's illusory orb, Dragon Knights ult and the toggle skill is not really like anything from any of those (although the +damage version could be compared with burning spears a bit).

He's a mishmash turned into a unique hero, I think easily one of the most interesting and entertaining heroes in the game. Few heroes can push r when at 200 hp and get an anhilation
His passive gave him crit so not really.

I think you'd have to argue that they had Dragon Knight in mind more than any other. But he is a fairly eclectic mish-mash of Dota heroes, albeit one that works quite nicely in my opinion.
