The idea is not originally mine :P
Devs think that Doom Bringer is okay because it's "a good pickup in very rare situations". Problem with that is that being too situational is simply put - bad. So I propose a change to Doom Bringer that was in some shape or form suggested by others.
On kill permanently adds +10 damage up to a maximum of 100 damage.
There are several reasons why this change would be good. First of all, just increasing the damage of the Doom Bringer would only make it that much more of a risk. It's a "last resort" as devs say but most of the time, sadly, the team that gets a Doom Bringer loses. This change would give you an incentive to get Doom Bringer with a very unique effect that no other item gives - permanently adding damage without the use of an item slot. In terms of mechanics this would be a charge based buff placed on your hero when you get a kill, up to a max of 10 charges, giving 10 damage per charge. Dying, getting purged or losing the Doom Bringer will not remove the buff. This is not item specific so even if you get 5 Doom Bringers you still get 1 charge per kill and a max of 10 charges.
This creates an interesting risk/reward situation: Can I get a Doom Bringer and manage a few kills for the permanent damage? This also reduces the risk of losing a Doom Bringer since you don't lose as much as before and the enemy does not get your charges.
Clarification: Assists don't count. You have to be the one to get the kill.

This is a pretty cool idea, but I like +20 damage, instead of +10 for a max of 100.
What would be the cost of the buff? If it was at around 4000 gold, I think it should be +20 damage along with slifer. The price should definitely be under 4k considering Savage Mace is 5400 and has more damage output overall.
There is no cost. You get it for free if you get a kill while carrying a Doom Bringer. The cost is getting a Doom Bringer (5600).
THis sounds really cool, but I was also thinking that it might encourage last-hitting of heroes even more than normal. But since it would benefit you not just for gold, I do think that this is a good idea. Thumbs up!
