Friends blocking AFK kick vote

So when two friends (let's call them blue and yellow) are in a game and yellow is afk and we try to afk-kick him at least 4 times over a duration of maybe 15 minutes, but blue blocks the kick every time: who can I report and under what category? I think this has been kind of answered before (only the afk player is reportable for "avoiding afk detection"), but is that really it? In my case yellow (the afk guy) was a freshly created (3 game) free to play account, but blue is a 1000+ game account. Reporting yellow wouldn't even be worth my time and imho he didn't even do anything wrong (normal afk). Blue blocked the vote and "saved" his friend from the afk-kick so he should be reportable.

do you happen to be talking about match ********? because i HAD the exact same problem. i was n0t1m3

EDIT: nevermind, i just looked into it and it seems like it's not, though i had the EXACT same problem today

It's not allowed to post match ID's here. But no that's not the game I'm talking about anyway.

The problem is that the player doesn't really have access to those tools that a GM can use to confirm that 2 people are indeed friends.

In my case blue stated that he is friends with yellow in the chat at the beginning of the game (because they wanted to lane together).

You can report only AFK player.
