Stats before skills, on what heroes?

Which hero will level stats before one of the skills?

I usually level stats on warbeast before warcry.

I usually get stats on hammerstorm before his other skills unless the line up is really gank heavy, in which case I will get more into galvanize for the speed boost

Hammerstorm: skip W in most cases. Always at least 1 level in galvanize for the bonus movespeed, but I've seen people pass up the other 3 levels for stats.
Swiftblade: Spin and stats until level 6 so you can ult and spin on one mana pool.
Magmus: Very rarely, stun and stats after 1 level in steam bath. It's a dumb build, but I've seen it. More commonly, stats over volcanic touch after maxing out the other two, but still, volcanic touch has its uses.
Soul Reaper: Stats over inhuman nature. I've seen this, but do not recommend it.

Those are the only heroes I can think of off the top of my head. I would only recommend it for hammer and swift. Why would you skip any skills on warbeast? Battle cry gives your whole team +44 damage. That's a free slayer.

Vision-thingy- good to predict ganks imo - damage sucks, but at least 1 point in it to scout areas close by.

I do on Engineer for trolling (stats mines ulti).

I think its bad in most cases even for the ones that are commonly accepted (bar Hammerstorm). I think its fine if your team can't take advantage of the +mana regen early, to skip Chilling Presence altogether on Glacuis. By the time you level it up, everyone will have their mana needs more or less satisfied and dumping points into that skill will be wasted. Gladiator can do it if you can't time Showdown, you lose out on the cast range increase by not leveling it.

bloodhunter: after getting 1lvl in blood crazy, if you only use it to silence/dot
gemeni: used to be good with ulti form
witch slayer: dont lvl mana drain in some ocasions

Swiftblade and magmus is important for couple levels of stats so you can combo.

Some of the ones I've seen on this list are dumb like Andro... But the only one I haven't seen mentioned yet that can be viable is Moon Queen. And as it has been pointed out OP, WB's warcry is probably his best skill overall, and should be leveled before his passive. And of course, if you're really pro, skip Engineer's mines ;D

Just lvl his 2 passive and stats. And play it with right click. You can also lvl his ulti just to ks your team.
