What to do when the other team all just stay in spawn and do nothing at all because some kids are immature to CC or play on? I see no reason for keeping ppl in an allready decided game. Why do 8 players waste 5-10mins because 2 playeres are to immature to CC. And when i look though reaplays I can't see who pass the vote so you can't RAP the player that shuold be suspended. I do understand that the others also afks because of this. Who wants to loose stats?

You can see votes in replay. Select a player from that team and you can see the votes. You cannot see votes from spectator view.
As long as a player is still actively playing in a match he is entitled to want to play it out. This is why the vote requirement is reduced to 4 of 5 after 30 minutes.
If a player is voting down concede while simultaneously not participating then it is against the rules and he should be reported.
