Attack modifiers and Evasion

As title says, I wonder if an Attack modifier is applied if your attack misses for some reason like Wingbow or Nighthound's cloud?

No, the modifier is not applied. Evasion checks if the attack hits - everything following is a secondary part of that and happens after.
