Many people dislike that a griefer can only be reported by one person. Sometimes those griefers get their friends to file in a report without timestamps etc. so they can not get banned.
My suggestion would be to allow that all players can report one single person. Of course this would increase the number of tickets submitted. In order to avoid those redundant tickets all tickets submitted with the same matchID should be combined in one report.
A good example of this is the tribunal in League of Legends where one case is splitted in all games the player has been reported in with every single report shown.

What is bad about multiple reports about one game when they all are shown at the same time so the GM can look up all of them at the same time? Correct me if I'm wrong but isn't the standard procedure that the GM watches the replay (atleast the timestamps given in the report)? When all reports are shown at the same time the GM only has to jump a few times not open/download a new replay every time one ticket is reviewed.
