Dr. Robertson is a disabler extraordinaire.
Dr. Robertson spent his whole life studying the human psyche, now he uses it against the Hellbourne.
Visual:
An old man in either a suit or a grey robe. He carries around a cane and a bowler hat.
Attack will either be throwing books, or water glasses, or something along those lines I think. Or maybe some sort of psionic laser thingy.

Notes: Run boy run!! Each hero has a chance to break out of the fear affect every second. So most of the time early on it won't last the whole duration, but later on it might.

Notes: Reduces health regen, useful against regen tanks.

Notes: On second thought, this could be a major slowdown for some people (the ones that don't have monster gaming rigs), so it might be better to come up with something else.

Stun+Nuke. Low HP and Armor, so a few hits and he's gone.
Final Words:
I came up with this last night and thought I'd throw it out there. He has no damaging skills but lots of disabling/crippling powers.
There is no real synergy between his powers unless you count 3rd+1st+ulti to kill someone and 2nd to keep the allies away. But his abilities are useful in teamfights. Removing a carry, halving that carry's DPS, negating sustainers, and finally causing mass chaos.

i am fully aware of the character and i think that your character has no place because he is with the one true devil satan and god and dr. phil the referenced in real life is a very big sinner and very bad and not true to christianity and he is a sin and does not belong in our holy place. i strongly suggest you do not implement this into hon.

I named it Dr. Fil to avoid copyright issues. Did you know that Dr. Phil has copyrighted his name? So if S2 used it, they would get sued.

Skill 3 is there to explicitly counter Sustainer and Lifetube type effects. At it's top level, it counters all of Sustainer's HP Regen effects.
And about being like other heroes: WTF?
What other hero has an accuracy debuff? And what other hero has a fear effect? Only Sand Wraith has anything like Dr. Fil's ulti (although there are other suggestions for similar effects, which is partially where I got the idea from)
Not a good idea.
This is way to much of a joke, as the only hero in the game.
Keep the spells, but change the hero to somekind of ''Mind Master''.

I like this hero, will get stomped in pubgames though. But with competent teamplayers this hero has the ability to pwn.
Interesting skills, but I don't like the theme of Dr. Phil and psychology. He's a douchebag, and the theme doesn't really fit with the current HON period (psychotherapy is fairly new, and the newest stuff in HON is like... ~1900 at latest.) Freud or Jung might be a little more fitting.

Also, technically psychotherapy was used to some extent in ancient Ba'alism (I can find the article if you want it), whereas Electricity was basically unknown until 1600 with William Gilbert's studies. Ba'alism predates 1600 by a good 2400 years at least.

Nope, there really isn't any synergy. It's more utility. Maybe a buff would be in order on #3.
#1 is anti-DPS for the most part (essentially halves damage output of a single dps hero)
#2 removes a single hero from a teamfight for the duration (however short it may be)
#3 is basically anti-regen.
#4 would wreak havoc in teamfights (t Arachna! Which one???). It would also wreak havoc on IGPs.
The ideas on the first two skills look, but not quite sure how the second ability works. So at max level, they are silenced and can't control themselves for up to 5 seconds, then if it lasts past those 5 seconds (which is about 59% chance) then they are just silenced? Since it lasts more than 5 seconds over half the time, I'm kind of skeptical about the balance of it, but I like the idea. The third skill I think is way underpowered and the idea itself is still a little meh. If you look at Voodoo Jester's Mojo (which applies it in an area, and is 10/20/30/40) I think the underpoweredness is clear (unless I'm misread either abiility). So I think it should be even higher than Mojo if it only affects a single target. The ultimate I think should only affect allies. I don't really see when you would want to give your enemies illusions. mmmmaybe if they're trying to heal a low HP guy up, you ult they heal an illusion instead, and someone AOE nukes the guy... but then again, in team fights, if I have a targeted heal, I use it on their portrait in the top left. I like the ideas, but it needs a little balance.
Also, I agree with the changing its name to Mind Master or something like that.
