What do you do against this lane? I dont talk about bad valk or dev, because they were rly good. How do you harass? How do you go for last hits?

Just keep your positioning so that Devourer cannot hook you. It's very rare that Valk would actually initiate on you, but always good to keep an eye out for that.
In a one vs these two lane, just stay back and only pick off last-hits/denies when it's totally safe to do so. Survival is key, gold is just a bonus.
Edit - In a 2v2 laning situation, it's sort of going against them each 1v1 - Devourer you should wear him down quite a bit before going on him. Unless either of you get hit by the stun and/or have low HP, then finishing him off isn't too difficult if he hangs around close to the creeps with low enough HP. For Valk, if you can make her panic and use her Leap without actually initiating, it gives you both a nice window to initiate on her without her being able to use it to escape. More diificult to get both down in one go, but it's definitely do-able if you can keep the other one there as you initiate on the other.

Always watch out for hooks ofc, stay with devo on the opposite side of the creeps, as for valk, if she's good she will try to inti because you aren't expecting it. Just stay back, focus more on denies. Also don't be afraid to ask for a switch, just don't expect it if your bracket is low.
Lol you must've been playing some noobs, 2 great mids in the side lane is pretty bad idea. But to answer your question; Just keep your positioning good so that the devourer can't hook you, as far as valkyrie, It'll probably be best if you just got a shield an upgraded one because her range is great along with her damage. Other than that call mid to gank bot, it's not an overpowered lane at all, they can easily be shut down. Also, utilitize the wards; not just for the bottom and top rune, but for your lanes as well. Most people underestimate warding, but if you use them on dev, he literally becomes useless since his best way of attacking is by surprising people where it would be to late to escape.
