So I just started playing although I bought the account years ago, I have a few questions I's like advice on thanks.
I have been playing Rhapsody because I like supporting and well it's the one I'm kost used to now.
I don't really know much about the picking phase and whether I'm right to pick Rhapsody or not, is it a general 'good bet'? As I'm guessing sub 1500MMR matches people tend to pick dps or tanky types...
I tend to either have a great game (even if we lose) or a very bad game, the good ones seem to be where I happen to stick with someone else for a start and we team up towards the end, is Rhapsody solo a complete no no?
Is picking the bottom or top lane the right place for me in the start?
I don't notice many people buying wards let alone using them in many matches, I have started to get them and place them either behind the bushes in the top left or bottom right depending on where I'm farming creeps in an attempt to notice any ganks, is this a good idea or just selfish?
Where is the best place to place the wards for me?
I read I should share my courier and upgrade it to fly, which I do after a few minutes, is this good practice?
Mostly I notice I'm not the highest level in my team, I'm still new at the game and earn it as fast as possible but tend to be 4th or 3rd, is that such a big problem?
In one game where I was put in a team of people around 1600MMR for some reason they asked me to get a bound eye, I sort of understand why, but is it such a thing that I should carry in all games or was it a situational buy?

You were asked to buy eye probably because there was an invisibility hero e.g. Scout, Night Hound, Fayde etc. It was probably a situational buy. If youre supporting then you should buy eye, but give it to the most tanky and survivable hero on your team, since supports most of the time are shredded badly.
I'll try to answer some of the questions, though I'll leave out the quotes.
Rhapsody is an alright pick in most lineups - if you like her, I think you should stick with her to learn the basics.
She is mostly used as a babysitter for carries, so I wouldn't recommend her in a solo lane.
Bottom vs Top was already answered by Poroksi.
The short lane is usually where the carry/babysitter go, as it is a safer lane. (Close to the tower, harder to gank etc)
Putting up wards to prevent ganks is indeed a good idea - in addition there are several wardspots, which will help your team later in the match.
Getting (slightly) underleveled as a support happens quite often, just be careful that you don't start feeding due to being an easier target due to your lower level.

Rhapsody works best with magic damage dealing carries such as
these heroes often build tanky so that their static magic damage kills enemies before they can be killed themselves.
Rhapsody's third skill therefore benifits them greatly, in addition her pushing power helps end the game early which is what heroes like these look for
would also benifit from her aura

If you are going support in the lower brackets, you have my condolences. If you go **** lane, you need to place the ward to block the creep pull before the :30 second mark, then go to the rune to ward it at around 1:55, that way you can help mid contest the rune if it spawns near shitty lane. If you go easy lane, only get one ward, or at least give one ward to shitty lane so they can block the creep spawn.
Rhapsody can go shitty lane or easy lane. You will probably end up going shitty lane a lot though, due to bad picks. If it is possible, get someone else with a stun to lane with you, so you can try to get kills during the laning phase.
Rhapsody is one of the harder supports to play correctly though, since her aura only has a range of 500, and her ult is channeling (very rarely will you get the funds for a shrunken head), so positioning is key with her squishy ass.
Your duty with Rhapsody is to ward, help in pushes, respond to ganks, and to be there for teamfights. Make sure you carry a homecoming stone so you can respond quickly. Also, don't feed.
Couriers are shared automatically, all you have to do is upgrade it when you get a chance.
Not warding is something you see in the turd brackets. Refer to the warding guide that was provided to get some good ideas where to place them at.
If you are playing support, you should be the lowest level on your team. This just means that you hang back, and don't get caught out. Rhapsody pretty much sucks at initiating teamfights. Unfortunately, in the lower MMRs, tards don't know when to push and will AFK "I wanna be duh currie" farm until about the 45 minute mark when they have an inventory full of DPS items, at which point, your ass is food whenever you see any enemy.
With all of that said though, I am glad someone is actually interested in playing support. Rhapsody is overall a pretty solid support hero that isn't too situational. If you want to try out some other supports though, you could play some plague rider, glacius, demented shaman, hellbringer, accursed, monarch, nymph, or andromeda.
Also, for items on Rhapsody, you should probably get power supply, striders/plated greaves, and if the enemy team doesn't have physical stuns (or vindi) go for shrunken head. Astro, mana ring, and push stick are also pretty good on her.
