I think the Drunken Master nerfs were a little much. It's true that he was too strong before, but now he's damn near useless. A nerf to the stagger would have been fine, but the nerf to the drink really gimps him, with it being very, very difficult to reach the max 20 charges.

besides that, pretty mediocre changes, i dont like some of them, love the other half.

I agree with a large majority of the changes. Here's my 1600 perspective.
Greaves were already a strong item, I read calculations about it giving similar ehp to steam boots for a cheaper cost and easier build up. That's without even considering the huge push potential already. This will give certain heroes unneeded buffs (ophelia).
Glad to see storm spirit changed, was still a ridiculous item still after initial nerf.
Interesting buff to behe. Was it really needed? Expect him to be picked up more frequently.
Demented will still be picked up as often, will need more nerfs. This tanky healer meta is OTT atm.
Drunken was strong but he may have been over nerfed. We'll see, these nerfs were quite large.
Slither buff is good. Slither is what I consider balanced.
I suspect Tremble hasn't been hit in the right spot. The main problem imo is in the first 40 minutes you take far too long to kill the mounds.. He nearly always has the opportunity to tp to you and kill you. I think a good change would to stop him from being able to tp to a mound under attack. The Shudder change is a well needed nerf. The concept of having essentially a second version of yourself with little consequence is silly. He was too powerful of a ganker with no risk at the same time.
How was a buff to cthu justifiable? He's already Fp/ban in most matches..

The Stormspirit change is an overnerf. It'd be awesome if S2 could learn how to balance things in this game delicately rather than with an iron hand. I realize that there has been a lot of discussion against the item on a competitive level but this is a huge nerf for the item specifically with regards to the range that it is able to be casted in. Support heroes who now pick up this item and attempt to use it on an Amun Ra or whatever will now get obliterated because of this. 1000 gold is a bit much - you've already removed the ability to be healed from other items/abilities (Astrolabe, Ophelia ultimate, and so on) while in the Stormspirit state (which IMO was a positive change). Increase the cast range of Stormspirit from 450 to 550 and decrease the recipe gold cost from 1000 to 750 or 800.
I like the minor Hellbringer buff (specifically Death Boil mana cost at max level reduced from 190 to 160) as well as Maliken's buff. Monarch and Midas getting nerfed again - no surprise there honestly. Midas has really taken several huge hits. Last patch it was with regards to his abilities' cool downs - now this time it seems to be concerning his numbers.
I like the increased vision range of Slither's wards. The Torturer nerf was needed; further nerfs to the hero aren't necessary now (leave him alone!). Other things I like about the patch: lowered animation casting time for Hag from 560ms to 500ms. Same with Arachna.
On that note, I wish S2 would decrease the cast time for Demented Shaman's Unbreakable. Additionally, the range of Emerald Warden's wolves should (IMO) be decreased by 150-200 or so.
But yeah, Stormspirit nerf was overkill. Please consider reworking it again - perhaps more delicately.
Nerfs to tort and midas, but not to the things that are actually problems; the problem is still there, they're just worse somewhere else.
Balance is strange.
god start, but there are still SEVERAL heroes that are never used competively and are considered bad.
Sight change is... weird?
Stormspirit nerf I feel was unwarranted. Definitely not enough time has passed since the last nerf.
Unbreakable nerf makes me sad.
Hellbringer and Geomancer buffs seem decent.

I voted mediocre instead of bad because it at least had changes in it unlike most patches. However, many/most of the changes were relatively meaningless and again they haven't done nearly enough changes. If this is a prelude to a big patch it's mediocre, if it's a big patch it's bad, if it's not even a prelude to a big patch it's inbetween good and mediocre. They get style points for going in the right direction but they don't do much still.
im expecting tremble to not be picked up anymore, nerfs hit hit way too hard.

Tremble pet needed a have a leash like Boobo and it was fine
Torch and Midas were a bit too stronk (check most competitive games) so rightly got nerfed
DM sucks now immo, it is over nerfed, cant even do 3 skilss in a row is just BS
I would like the thank the good folks at S2 for giving a staff effect to one of my favoritist heroes Geomancer. It makes me feel more warm and fuzzy inside when I play him now.
All I want now is a chance to get an alt avatar for him, be it the EA one or a new one.
