Thunderclaw vs. Sheepstick

So... I have this friend who insists he cannon play support and only knows how to carry - Therefore he builds thunderclaw (without fail) on Bubbles because it is a carry item and makes me carry

My question is this: Compared to a sheepstick, does thunderclaw give more dps on a level 16 Bubbles? If you could work out the math, it would be nice

More dps?, I would definetly say no, the thunderclaw is far to dependant on the proc, and gives no attribute stats therefor very very poor to get that early in the game.

Hellflower would give infinitely more damage and utility during team fights, because it amplifies everyone's damage and not just your own. The silence/perplex is amazing as well.

Thunderclaw provides damage and attack speed, as well as a magic damage proc. Sheepstick provides some attributes, mana regen, and a single target disable. These items cannot be compared directly in any reasonable way.
