The game acts like it is running on wooden pc

hi,

Sometimes my frame rate starts acting weird.it goes below 1 fps.
my spec:
Intel core i3 m370 2.40hgz
6GB DDR3 ram memory
GeForce 310M
64-bit windows 7

I usually have to leave the game(with alt+F4) and then reconnect.
it started happening after the new patch.
