When in the long lane, I always have two wards as a support to start - one for the pull/watch incoming gankers and one for the rune. When there's an enemy jungler, I like to gank them early, especially when I'm on HB.
But my questions are:
1. Do Wards of Revelation work for blocking neutral creep respawn?
2. In a bracket where I try to counter, only to watch replays of no opponent wards being placed, is it worth buying rev wards with the successful gank gold to block neutral camp respawns to put some extra gimp'age on the opposing jungler?

Engineers mines or Emerald Wardens traps also block spawns. Pharao nuke as well.
2. If you successfully gank a jungler, I think it's more worth to buy some better items for yourself. Boots for example.
Thing is, when you block all/most of the spawns, the jungler is more likely to farm other side woods, or even lane for exp, thus being harder to kill. However, if they can still farm their own woods and you have sight/knowning of their whereabouts, you can gank again (with your shiny new shoes).
if I didn't miss anything, the following can block neutral creep spaws:
- any unit (hero, monkey, pet)
- wards of sight
- wards of revelation
- gadgets/smtg created from certain abilities (e.g.: engi's mines, andro's aurora, etc.)
- corpses of killed creeps (their fade time is something like 20 sec)
if any of the above is within 500 units of the center of neutral creep spawn when it's the time for spawning (00:30 & xx:00) then neutrals won't spawn.

please use terms 'horizontal lane' and 'vertical lane' instead of ambiguous long/short/whatever![]()

Rev wards work but you don't get any at the start.
If your against like a legio you can block the yellow camp at start
Any vision works. If you have an upgraded courier place it over the enemy easy camp, it'll screw legio among others over big time. You can have it there for the first two minutes before anyone really needs it. Keep an eye out though, so they don't find it and kill it. It's also better if the enemy never sees your courier so you'll keep them guessing.
Just standing in the hard camp as legion top is a way of countering para and others who like to use the hardcamp. Or to stand very close to the trees that's next to your lane. Just be there at 00:30 and every minute afterwards.
Also, when counterwarding the enemy pullcamp ward, make sure not to place your rev inside the creepcamp for obvious reasons.
An interesting strategy for a little later in the game is to buy multiple walking couriers and place them in your flying courier. Then go on a mission to drop a walking courier in the forest near every camp so they are blocked. Couriers don't disappear after 6mins! I've just seen it a few times and only done it once, but it's quite satisfactoryThe best camp to block this way would be the ancients, especially if both teams have competing harcarries.

I find it easier to gank enemy junglers by placing your blocking wards in the camps farther from the lane, especially with junglers that must tank. By blocking the inside camps, you force them to come farm the jungle closer to the lane and thus make it much easier for you to get the drop on them.
This applies more to the legion jungle because there are two camps close to base and 3 close to lane. Blocking one or both of those two forces them to farm the three camps right next to you, and you can usually sneak in there right after a creep wave and harass them out of their woods (or kill them). Although this leaves the pull camp unwarded, that can work in your favor if their jungler just decides to farm it instead.
On the Hellbourne side it's not as easy, as there are 3 camps nearer to the base and 2 nearer to the lane, meaning it is easier to farm safely away from the lane as a Hellbourne jungler. You can ward the hard camp and the rune while blocking the easy camp with a winged courier, leaving the pull camp untouched. This will more or less force the jungler to farm the pull camp which in turn leaves it unavailable to the laners when they need it, or forces them to farm the camp right next to the lane.
Higher tiers I dunno about, but this works like a charm <1600. Downside is you are spending 400g on wards/cour right from the get-go if no one else is helping.

I use the courier trick often but I have some advice for you. Dont use it if you have exploding abilities/aoe abilities in the game.
First time I blocked the jungle vs a Ra he blew up the forest including my courier.

because of this i don't think its viable to use counter wards for such measures UNLESS you've been banking them. You run the risk of not being able to counter ward the enemy's wards of sight otherwise
