My problem with it is that Astrolabe really is already almost too powerful. It doesn't need an upgrade. There's a reason why you get immunity to the heal for 30 seconds after you receive it.
And actually, the heal does scale, just not as well as most people would want. As games progress heroes naturally gain more physical armor and in many cases heroes will pick up additional magic armor as well.
Heals scale with the more damage reduction the recipient has as it takes more damage output to take away the same amount of health. This is one of the reasons why Jeraziah is so incredibly powerful throughout the game. It's not the damage he deals, it's the fact that a 300 heal is more effective than 300 damage since damage has to go through mitigation, whereas healing does not.

hp regen could be something like +3 HP/s and +0.2%/sec
active could heal for 250
the damage reduction is a little too powerful though, it would be better than Barrier in almost every way. I mean this item with its current stats is at least on par with Astrolabe+Barrier (about 5k gold together) and currently much cheaper.
Even 10% DR to go along with the 250 heal would be pretty nice and worth the slot on a support hero late game.

Add a heal to this effect in any way.
This doesn't feel like an Astrolobe at all, rather a complete new item.
So maybe add some reduction (not all of it) to Astrolobes current Heal.
