Tested Shieldbreaker on Moon Queen, though when using Multi-strike the bounces applies the debuff as well.
I don't think this is intended as the lifesteal only comes from the first target, from what I learned.

only the 1st bounce should apply attack mods so if this is really the case

Testing in practice, only the first bounce is applying the debuff.
I'd say working as intended?
