Currently it blocks 30 damage per 5 charges with 20 max. However this is terrible nerf for a few heros, mainly legonaire.
Jungle wise, this is great because you get 30 damage blocked per attack (up from 70% blocking 40 = 28 average).
However, black helms biggest strength for lego was the tankiness it gave when u taunt and charge a group of enemy heros. Now they attack double speed and remove all those charges fast.
Because of this it is favourable to have a iron buckler or iron shield so after it loses all its charges those shields block the excess damage.
I propose that the black helm reverts to 70% chance to block 20 or 100% chance to block 20 after it loses all its charges so it still does something other than give hp and regen on 0 charges.
the whole point of the change was to nerf this item and especially it's lategame potential and they seem to be quite pleased with the results if you watch the podcasts.

I also think that the :HelmOfTheBlackLegio Helm of the Black Legion Nerf :HelmOfTheBlackLegio was a bit too much for Legi Zeph pharaoh phant and maybe moraxus elec and sand
while ramp tremble salfo and armadon remained quiet untouched because they have higher base mobility through their abilities and can therefore exit and re-enter fights easier and/or control their hp-pool better during battle/teamfights.
or add iron shield instead of buckler to the cost of helm? and also make iron shield 4 agility 2 int and 2 str i know 6 agility helps with your overall AC but lots of of int heros and str heros refreain from using it because they feel they have no use for agility so instead make it use duckboots and the +2 all stats ring (the name escapes me)
