Interesting ulti, nice way to get a semiranged hero in a melee contest
im not sure if i like the concept of the harpoon, cannot say why though
its just a gut feeling :P

Not liking his ulti. If you were to chase a hero wanting to mele only (perhaps you have haste), how are you to distinguish between melee and pistol shots? This is of course assuming that if an enemy unit was to run away from you, Blackbeard would stay still attacking at melee at first until he reaches pistol range, in which case he will stay still but shoot instead?

He means , that, if you move faster than the hero you're running after, when you are in melee range, he will attack, then stop moving because, he's still in range, and he will move again only when he leaves shoot range.
But it can be fixed by putting a togglable skill or an active skill which charge attack cooldown...
For the harpoon, 1.7s is roughly what it takes for flint to shoot is Ult... Isn't it too long?
Anyway good hero, I like it...
hmm, you can just orb walking if you want all melees attack. I can even add a toggle optium to cancel the range, that is not a big problem
About the harpoon, I could lower to 1 second. Aluna is 1,5 secs to power throw, but I guess she has a lot more range at that skill and harpoon is just 700.

-Gave his [W] a buff, so if he kills a lane creep, he gains 1,5/2/2,5/3x the gold and reescaled the mana cost. This way I give the hero more versatility and you can chose to level the [W] even if you are laning.

I suggest twisting your passive (3) to get extra points from judges Wink* Yknow. I have a feeling people wont get automatic top mark by just using Lust For Battle 100%
No comment for now to first and second skill.
Ulti is interesting. Guess Runed Cleaver, Hotbl and such are not a very good item on this hero if he turns ranged for a ranged attack. Unless he IS a melee hero regardless. Hm. Pure damage on physical attacks even if it is chance based makes me clueless because never seen a hero have pure damage on physical attack therefore i cant say if its op or not :P

About the ult, he will be melee regardless, so hatchet and rune cleaver will both work on his attacks. ANd it is not a chance of true damage, the ult transform every attack from you into 40/60/80% of that total damage in true damage. :P This is the main carry ability. HotbL would work well on him too, since you will always want to hit in melee stance, since it deals more damage. If I was going to play this hero, I would go for marchers/phase(depends on wath neutral you killed before), helm and then dps/damage itens, like mkb,bkb, heart, frostwolf would be great too

True damage on Attack can be really really OP, especially with pets doing the same thing around...
The Only hero which does this is Vindicator... and everyone knows what happens when a vindicator use this in late game ! Vindicator is some kind of broken for HoN Metagame that's why they try to rework it, but this true damage isn't a real problem for him since he is mega squishy have nothing defensive in early game. I suggest for your hero a chance to deal your attack damage as true Damage.
I know that true damage is really strong but the thing is, this ult can be overpowered becuz it gives the same effect to minions, but them I could remove that.
My hero is a str melee carry, with no escape mechanics, no slows/stuns(only if you micro well the guardians) and even if you acctually hits in melee range(100% of your damage), you will deal 80% of its damage in true, not everything. This hero is based on the passive that you gave to us to create it, so I tried to create a hero with your requirements (not a too good ganking ability, no escape mechanics, etc) so this hero is purely about damage and that is why he needs that true damage. Even if you hit in ranged mode, it will deals a low damage, so I guess he needs that true damage.
