Grants to allied units (except heroes) 600 range around for 10 seconds,
+5% Base Damage per creeps around. (Capped to +30% | 6 Creeps).
+5 Attack Speed per creeps around. (Capped to +30% | 6 Creeps).
+5% Damage against structures per creeps around. (Capped to +30% | 6 Creeps).

Remove Damage against structures buff to item holder while this effect is activated.

Where can it be Useful?
I wanted to create an item which speed up game pace.

I have a feeling this would make pushing far too easy. Can you imagine a warbeast with this? The rest of the team could push one lane and he could just BD the other and take it down before you had a chance to TP up and stop him

It's a huge gold investment and the only bonus it gives is damage against structures so it will only help on a team that is already ahead and help end the game faster. It also uses Shield of the Five, an underused item.

In other words, T-UP!

i only really see this being picked up as a 100% "backdoor" item. Keeper and folks dont need an additional 30% damage on buildings.

One of the beta maps for DotA featured an item like this (was a buildup from hatchet) needless to say its not in the game.

You will see this item is extremely useful if held by Warbeast or Balphagore. We all know that 70% of their Backdoor-ing Damage is from Minions.
