game crashes when i try to report a player, no other time
No crash dump?
Why hasn't anyone else reported this if this really happens?
Exactly at what part of the RAP process does this actually happen? You're not specific enough.

When you are trying to complete the process. Same happened to me just now, I figured it was one of these generic crashes until i searched. Im trying again now.
edit: it seems as though the report was processed regardless of the crash though, as I couldnt report again now.

If you can, provide exact steps from client startup/login to crash. Also, test this without mods
I'm not crashing from everything that doesn't include clicking "submit report" I obviously can't test that myself.

i don't know how to upload a dump file
but the first time i was in the "select offense screen" [crash]
2nd time i clicked RAP, pulled down the previous games menu thene [crash]

Crash dump uploading method is explained in the Bug Reports sticky - it is better if you follow that procedure instead.
