The idea seems nice,but we should know if this item would be viable to buy on a real game.
I honestly can't believe you're comparing a recipe item to Sacred Relic, but anyways you really don't have a point.

I liked this idea, gives 1 more way to carry this game, could be a nice pick for diverse heroes like for exemple:
Kraken, Gemini, Chronos
Recipe cost need to be increased since your suggestion have a similar 20% chance to proc and more 30% attack speed more than Riftshards lv 2.

Heroes like puppet, swift, scout, chronos would profit toooooo much from this.
I just made a very similar item to this prior to seeing this, except mine used sword of the high in the recipe because this effect is RIDICULOUS in dps boost statistics. Not a bad idea but simply too overpowered.

Why not? It seems a perfectly valid comparison. Especially since sacred relic has to be paid for all in one shot, while this can be built up (thereby securing some gold!) and gives a better return for less.
You're just showing that your item is cheaper than all mid game alternatives, and significantly better.
I recommend taking some of the positive effects out of the recipe. Just look at what you're getting for that tiny cost.
Sum of parts - 2500 gold, 3 item slots
------------
30 damage
25 attack speed
Recipe - 750 gold, -2 item slots
------------
20 damage
5 attack speed
passive
The effect alone is worth more than 750 gold. In addition you're giving 2 item slots, 20 damage and 5 attack speed.
I would rework this a bit, because I would LOVE to see something like this in the game.
I know it isn't always desirable to lose attributes when a recipe is built, but I think with your current components it is going to be necessary. I provide two options!
Option 1 (3250 gold)

Stats:
30 damage 10 attack speed, passive
Option 2 (3250 gold)

In one case the item gets pretty recipe heavy, which is not desirable
In the other, the item loses some of the effects from the components, which is also not desirable.
A third option would be
Use a stronger item for getting this effect. However, it does remove the item as a mid game option.
Components: (4500 gold)
:Slayer: (2200 gold)
:Steamstaff: (800 gold)
:GlovesOfTheSwift: (500 gold)
Recipe (1000 gold)
Stats:
58 damage, 25 attack speed, passive
Still the sum of its parts, plus the passive as a bonus for the recipe (still felt like it should be more expensive, given that now the item is adding more that can benefit from its own passive), but removes the item as a mid game item.
It looks as though currently your item has it all, when it can't. I'm sorry to you and your item, but we can make it work!
I really like the item, though I think it's more of a late game item than a mid game item.
The cost could easily be upped by 500-1000 gold, without doing anything else to the item.
Kraken, Chronos and Puppet would really benefit a lot from this item with their procs.

I actually like the item but I do most definitely agree that the bonus damage at least is way too high considering the bonus effect and how well it scales.
I also think this would strongly benefit from having multiple ranks.
Example: Rank 1 is 8 attacks to proc it, rank 2 is 5.

So, for 5 attack you got 6...
it is the same thing as +20 Attack Speed...
Also the recipe is great...
Try to ameliorate it... and this item could be really great...
